IMPLEMENTATION PLAN - US 17-92 Fern Park Utilities Pro,iect <br /> <br />Project: <br />Design and construct centralized potable water and sanitary sewer lines (or extensions of existing <br />systems) in areas along US 17-92 where these facilities do not presently exist (see maps). It is <br />anticipated that the installation/construction of the improvements can be accomplished through <br />the State Urban Reconstruct Project. <br /> <br />Players: <br />Seminole County, City of Casselberry, US 17-92 CRA, CDBG <br /> <br />Proposed Financing Plan: <br />Municipal Utility funds -respective utility to provide portion of total cost of construction <br />CDBG funds - provides portion of total cost of construction <br />CRA funds -provides portion of total cost of construction <br /> <br />Key Events: <br />· Interlocal agreement - multi-party interlocal agreement will need to be executed between the <br /> city, the County and the US 17-92 CRA to formalize commitments of each entity, confirm <br /> funding and schedule, and to address any utility service issues that need to be resolved <br />· CDBG funding - an application for funding a portion of the improvements is targeted for the <br /> FY04/05 CDBG grant allocation <br />· CRA funding - project funding (CRA share) will need to be adopted into the FY04/05 CRA <br /> budget <br />· Utility funding - project funding (municipal and County utility portion) will need to be <br /> included in the FY04/05 budget and confirmed within the Capital Improvements Element of <br /> each entity <br />· Fern Park Development Framework Study - will provide the conceptual/preliminary design <br /> of the improvements funded by the US 17-92 CRA <br />· State Urban Reconstruct Project - convert the existing rural section between the <br /> Orange/Seminole County line and Lake of the Woods Blvd. into an urban roadway <br /> section/curb and gutter. The design phase is scheduled to begin in early 2004 and provides <br /> an oppommity for the inclusion of these utility improvements within the overall scope of the <br /> FDOT roadway project. <br /> <br />Schedule: <br />· Jan-Oct 2004 - preparation and consideration of multi party interlocal agreement <br />· March/April 2004 - completion of conceptual/preliminary utility designs as part of the Fern <br /> Park Development Framework Study <br />· June-Sept 2004 - incorporation of final utility designs and cost estimates into the design <br /> phase of the State Urban Reconstruct Project <br />· October 2004 - approve project funding within each entity's respective annual capital budget <br /> including CDBG and CRA approvals <br />· 2005 - Construction of utility improvements as part of State Urban Reconstruct Project <br /> <br /> <br />
