The adopted US 17-92 Corridor Redevelopment Plan also identifies the "Construction of <br />water lines and sewer lines in Fern Park areas where these services are absent" as one of <br />twelve implementation priorities. <br /> <br />The US 17-92 Community Redevelopment Agency was established in 1997 to address <br />"blighted" conditions along the US 17-92 corridor. The Finding of Necessity report <br />completed and adopted in 1997 provided evidence that several types of"blight" existed along <br />the corridor including but not limited to: <br /> · Static tax roll <br /> · Visual blight <br /> · Unsanitary or unsafe conditions <br /> · Deterioration of site or other improvements <br /> · Faulty lot layout in relation to size, adequacy, accessibility, or usefulness <br /> · Defective street layout <br /> <br />The adopted US 17-92 Corridor Redevelopment Plan identifies several objectives and <br />strategies to address the "blighted" conditions along the corridor including but not limited to: <br /> · Objective - Infrastructure and Services <br /> Provide necessary public facilities at acceptable levels of service to accommodate <br /> existing needs and future demands from proposed development within the <br /> redevelopment area. <br /> Strategy: Maintain existing systems and augment systems with deficiencies. <br /> · Objective - Infrastructure and Services <br /> Provide utility service in all areas of the redevelopment area. <br /> Strategy: Where it is unavailable, seek to provide sewer service. <br /> Strategy: Provide trunk potable water mains in all areas where there are none. <br /> · Objective - Economic Development <br /> Maintain the diverse, identifiable character of each city within the district while <br /> promoting economic vitality through private sector investment. <br /> Strategy: Improve the investment image of the area and use selected public <br /> actions to stimulate private investment. <br /> Strategy: Make the redevelopment area competitive with major activity centers <br /> in Seminole County and other nearby Central Florida counties. <br /> · Objective - Economic Development <br /> Prevent the future occurrence of blight. <br /> Strategy: Eliminate conditions which decrease property values and reduce the <br /> tax base. <br /> Strategy: Create or promote programs to foster development and rehabilitation <br /> of properties, including financial or other economic incentives, to facilitate new <br /> investment in the redevelopment district. <br /> <br />With the addition of centralized potable water and sanitary sewer systems to those areas <br />where these services do not presently exist, this area of the US 17-92 Redevelopment <br />District can be competitive with other areas of the County in luring new private <br />investment and developments, creating new job opportunities and providing for a cleaner <br />environment. <br /> <br /> <br />
