US 17-92 FERN PARK UTILITIES IMPROVEMENTS PROJECT Proiect Title: ParticipatinR Entities: ProiectArea: US 17-92 Fern Park Utilities Improvements Project US 17-92 Community Redevelopment Agency Seminole County City of Casselberry US Highway 17-92 (right of way) from the Seminole/Orange county line to just south of Lake of the Woods Blvd. Proiect Description: Proiect Cost Estimate: Construct centralized potable water and sanitary sewer lines in areas along US 17-92 where these facilities do not presently exist (see attached maps and implementation plan for more detail). Preliminary costs estimates for completion of the project range from $1,298,812 to $2,630,289 depending on the need for an "open cut" method of installation versus "directional drill" method. Costs estimates will be refined and cost sharing finalized upon the completion of the final design phase of the project. Proiect Timin£: This project is proposed to be completed as part of the State Urban Reconstruct Road Project. The project schedule is as follows: Design/ROW: 2004 Construction: to begin late 2004 or early 2005 Proiect Need: The proposed project will construct public facilities and improvements in a designated blighted area and are designed to address one or more of the qonditions which contributed to the deterioration of the area (see "blighted" conditions below). The lack of centralized potable water and sanitary sewer systems in this "urban" area has contributed to the lack of contemporary private investment in the area and also yields the unwanted potential of degradation of the local water bodies through the alternative use of well and septic systems. One of the primary objectives of the redevelopment program is to refortify the tax base by undertaking selective capital improvements and implementing strategies designed to invigorate private sector investment in the redevelopment area.
