1) <br /> <br />EXHIBIT A <br /> <br />VEHICLE USE POLICY <br /> <br />PURPOSE <br /> <br />The purpose of this policy is to establish operational guidelines and policies related to the <br />operation of City vehicles, f~er-mar~t 8-hour vehicle assignments, 24-hour vehicle <br />assignments and utilization of private vehicles to conduct official City business and to <br />maximize utilization of all City vehicles to ensure the highest return available for capital <br />operating and maintenance dollars. <br /> <br />2) PROCEDURES <br /> <br />Departments or divisions are responsible for submitting requests for vehicle purchases <br />and replacements. <br /> <br />b) <br /> <br />Department Directors shall be responsible for developing a prioritized list of new and <br />replacement vehicle purchases; developing specifications to include type, size, suitability, <br />durability, overall cost and fuel mileage; and implementing those purchases after they <br />have been adopted as part of the annual budget. With coordination of affected <br />Department and Division managers, the Purchasing Agent shall evaluate and prepare <br />specifications for both additional and replacement equipment which: <br /> <br />i. Minimize purchase price and/or total life cost. <br /> <br />ii. Meet the real requirements of the task to be pedormed; <br /> <br />iii. Encourage the competitive bidding process <br /> <br />c) <br /> <br />Th9 Purchas!.".; A?,:nt Fleet Maintenance shall be responsible for developing and <br />maintaining a comprehensive list of vehicle assignments. The City Manager shall have <br />the authority to assign vehicles and to transfer vehicles between departments to ensure <br />optimum utilization of the City fleet. The vehicle assignment ~ist shall include information <br />on daily and take-home assignments. <br /> <br />d) <br /> <br />The City Manager must authorize all changes to the City fleet, take-home assignments <br />and regular overnight parking of vehicles at a location other than the employee's official <br />headquarters. Such authorization will be consistent with budgetary resources and other <br />directive criteria periodically established by the City Commission. <br /> <br />e} The assignment of a City-owned vehicle on a 24-hour basis as a condition of employment <br /> for any position may only be authorized by the City Manager. <br /> <br />3) MONITORING UTILIZATION OF VEHICLES <br /> <br />a) <br /> <br />Department/Divisions have primary responsibility to ensure proper utilization of their <br />assigned City vehicles. ~ Fleet Maintenance will provide periodic <br />reports to assist evaluation, inclusive of accumulated vehicle mileage, monthly mileage, <br />and fuel costs per mile.
