SPECIAL INVOICE AND MINOR CONTRACTS REPORT <br /> <br />Staff Report: Pursuant to Resolution 05-1557, invoice information regarding attorney fees, initial contracts <br />for projects, award of bids and change orders on a project in excess of five percent (5%) are to be presented <br />to the City Commission prior to payment. The following were presented by Ms. Thelma McPherson, City <br />Clerk, for consideration: <br /> <br />Brown, Garganese, Weiss & D'Agresta, P.A. <br />City Attorney Services for January 2007 <br />Invoice No. 23377 <br /> <br />$ 7,398.38 <br /> <br />Akerman Senterfitt <br />City Labor Attorney Services for December 2006 <br />Invoice No. 8164350 <br /> <br />$ 1,577.00 <br /> <br />Florida Hospital Corporate Health Center <br />Annual Physicals Agreement for Police Officers, Sergeants & Lieutenants <br /> <br />$21,890.00 <br />(Estimated) <br /> <br />MOTION: <br /> <br />Commissioner Miller moved to approve the Special <br />Invoice and Minor Contracts Report, as presented. <br />Motion was seconded by Commissioner Hufford. <br />Motion carried unanimously by voice vote 5 - O. <br /> <br />13. DISCUSSION ITEMS <br /> <br />A. CITY CHARTER <br /> <br />Staff Presentation: Ms. Catherine Reischmann, City Attorney, gave an overview of the draft charter <br />amendments to clarify the City Manager's appointment, discipline and removal authority of department <br />heads, and to require a majority vote to be elected to the City Commission, which could result in the <br />necessity of a run-off election. The two amendments were a result of previous City Commission discussion <br />at the January 22,2007 meeting. The proposed amendments would be presented to the voters in November <br />2007. A copy of Eugene Miller's memorandum dated February 20,2007 and the proposed ordinance are <br />attached to and made a part ofthese minutes. <br /> <br />Budget Impact: The cost ofthis special election would be approximately $15,000. No funds are currently <br />budgeted for a special election. <br /> <br />Recommendation: The former Interim City Manager, Eugene Miller, and the City Attorney recommended <br />acceptance of the draft ordinance as presented and for the City Commission to proceed toward holding a <br />Charter Referendum in November 2007. <br />
