RESOLUTION 07-1753 - MEMORANDUM OF AGREEMENT WITH SEMINOLE <br />COUNTY AND THE INCORPORATED CITIES OF SEMINOLE COUNTY FOR <br />A COUNTYWIDE MOSOUITO SPRAYING PROGRAM <br /> <br />The City Clerk read Resolution 07-1753 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE <br />EXECUTION OF A MEMORANDUM OF AGREEMENT BETWEEN SEMINOLE <br />COUNTY AND THE INCORPORATED CITIES WITHIN SEMINOLE COUNTY FOR <br />A COUNTYWIDE MOSQUITO CONTROL PROGRAM; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br /> <br />Staff Presentation: Mr. Ed Torres, Public Works Director stated Resolution 07-1753 provides for a <br />Memorandum of Agreement with Seminole County and the municipalities of Seminole County to permit <br />Seminole County to provide mosquito control services within each municipality. During Fiscal Year 2005- <br />2006, the Joint City-County Advisory Committee directed a subcommittee known as the Stormwater <br />Technical Advisory Committee (T AC) to evaluate the effectiveness of a consolidated mosquito control <br />program. The T AC concluded that there would be significant benefits to a science-based, comprehensive, <br />and integrated program. The proposed program will operate within the Seminole Count Public Works <br />Department and will be phased in over a three (3) year period. Aerial spraying will be conducted on an as- <br />needed basis, in accordance with the municipalities' approval and all applicable Federal, State and local <br />regulations. The agreement will also establish an advisory committee comprising of one (I) representative <br />from the County and one (I) representative from each City. The advisory committee will meet regularly to <br />implement the program and address customer service related issues. <br /> <br />Budget Impact: The agreement does not require funding. Funding requests for specific projects to be <br />performed under this agreement will be subject to the City's normal budgeting and approval process. <br /> <br />Staff Recommendation: The Interim City Manager and the Public Works Director recommended approval <br />of Resolution 07-1753 as presented. <br /> <br />Audience Participation: The following individuals requested an opportunity to address the City <br />Commission with regard to Resolution 07-1753: <br /> <br />I) John Casselberry, 700 South Lost Lake Lane, voiced concerns regarding aerial spraying <br />at night. <br /> <br />2) Craig Tull, 420 Ranch Trail, stated spraying for mosquitoes at night time was more <br />effective since that is when they come out and are more exposed. <br /> <br />MOTION: <br /> <br />Vice Mayor Doerner moved to approve Resolution 07- <br />1753, as presented. Motion was seconded by <br />Commissioner Hufford. Motion carried unanimously <br />by voice vote 5 - O. <br />
