CASSELBERRY CITY COMMISSION
Minutes of January 8, 2007 - Regular Meeting
Page 8 of 14

D. RESOLUTION 07-1750 - PURCHASE AGREEMENT WITH CENTRAL
ENVIRONMENTAL SERVICES FOR DEMOLITION OF THE CONCORD
CENTER BUILDING STRUCTURES - 45.250.00

The City Clerk read Resolution 07-1750 by title as follows:

"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE
EXECUTION OF AN AGREEMENT FOR DEMOLITION SERVICES WITH CENTRAL
ENVIRONMENTAL SERVICES, INC.; PROVIDING FOR CONFLICTS,
SEVERABILITY, AND EFFECTIVE DATE."

Staff Presentation: Mr. Ed Torres, Public Works Director, stated Resolution 07-1750 provides for an
agreement with Central Florida Environmental Services, Inc. for the demolition of the Concord Center.
Approval of the agreement is contingent upon the proposed demolition work being funded fully by the
Community Redevelopment Agency (CRA). At the December II, 2006 Joint City Commission/CRA
Workshop, a consensus was reached regarding the demolition of the structures of Concord Center.
Demolition ofthe buildings will allow a potential buyer to visualize the overall development potential ofthe
lakefront site and will preclude any attempts to utilize the existing buildings for future development. Central
Florida Environmental Services, Inc. was selected by the City of Orlando for demolition services under a
competitive bid process and the company has also previously performed satisfactorily similar demolition
services for the City of Casselberry.

Budget Impact: This project has no impact to the City's budget. Approval of the agreement is subject to
the funding in the amount of $45,250.00 by the CRA. The agreement is scheduled to be presented to the
CRA for funding approval at their January 12, 2007 meeting.

Recommendation: The Interim City Manager and the Public Works Director recommended approval of
Resolution 07-1750 as presented.

Audience Participation: The following individual requested an opportunity to address the City Commission
with regard to Resolution 07-1750:

I) John Casselberry, 700 South Lost Lake Lane, spoke in opposition to Resolution 07-1750.

MOTION:

Vice Mayor Doerner moved to approve Resolution 07-
1750, as presented. Motion was seconded by
Commissioner Hufford. Motion carried unanimously
by voice vote 5 - O.
