<br />CASSELBERRY CITY COMMISSION <br />Minutes of January 8, 2007 - Regular Meeting <br />Page 4 of 14 <br /> <br />FOR SEMINOLE LOCAL SALES SURTAX FOR THE CITY'S TRANSPORTATION <br />IMPROVEMENT PROJECTS; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br /> <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 07-1746 was published in <br />the Orlando Sentinel on December 24, 2006. <br /> <br />Staff Report: Mr. Ed Torres, Public Works Director stated Resolution 07-1746 provides for an amendment <br />to the interlocal agreement with Seminole County regarding transportation improvement projects to be <br />funded with the proceeds of a second generation local government infrastructure sales surtax. The <br />amendment was prepared at the City's request and revises both Exhibit A and Exhibit B of the original <br />interlocal agreement. Exhibit A was revised to update revenue estimates for the City's projects from $9.58 <br />Million to $11 Million Dollars. Exhibit B identifies changes requested by the City to allow Seminole County <br />to cost-share in several projects along U.S. Highway 17-92, rather than just one project. In lieu of the <br />Pedestrian Overpass Project originally scheduled for the Triplet Lake Drive intersection, the following <br />realignment and/or pedestrian improvement projects would be implemented as funding permits: I. Triplet <br />Lake Drive; 2. Plumosa Avenue; 3. Lemon Lane; 4. Button Road; and 5. Melody Lane. The amendment <br />to the interlocal agreement was approved by the Seminole County Board of County Commissioners on April <br />25,2006. Unfortunately, due to a turnover in staff, this agreement was not presented to the City Commission <br />for execution until now. <br /> <br />Budget Impact: The increased proceeds resulting from revised projections will be increasing the <br />Infrastructure Surtax Fund (114-0710-541). Based on the revised projections by Seminole County, the <br />increased proceeds are estimated to be $1,420,000. It is important to note that these funds should serve as <br />a contingency for the escalating construction costs. <br /> <br />Recommendation: The Interim City Manager and the Public Works Director recommended approval of <br />Resolution 07-1746 as presented. <br /> <br />Public Hearing: No one came forward. Mayor Goff closed the public hearing relative to Resolution 07- <br />1746. <br /> <br />MOTION: <br /> <br />Commissioner Hufford moved to approve Resolution <br />07-1746, as presented. Motion was seconded by Vice <br />Mayor Doerner. Motion carried unanimously by voice <br />vote 5 - O. <br /> <br />10.
