Resolution 06-1740 - Interlocal Utility Construction Agreement with Seminole County for U.S. 17- 92 Corridor Reconstruction from the Orange County Line to Lake of the Woods Boulevard ($1,621,195.46) The City Clerk read Resolution 06- I 740 by title as follows: "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA,AUTHORlZING THE EXECUTION OF THE UTILITY CONSTRUCTION INTERLOCAL AGREEMENT BETWEEN THE CITY AND SEMINOLE COUNTY; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Staff Presentation: Resolution 06- I 740 authorizes an Interlocal Utility Construction Agreement with Seminole County. This agreement provides for the construction of water and sewer utilities as part of the Seminole County Reconstruction Project for U.S. Highway 17-92. The construction project was bid by Seminole County; Hubbard Construction was the low bid contractor with an overall cost of$17, 789, 788.20. The City's portion of the contract is $1,621,195.46. The bid costs have exceeded the amount budgeted for this project and a budget transfer is requested for the amount of $622,000. Staff Recommendation: The City Attorney, City Manager and Public Works Director have reviewed the Interlocal Agreement and recommend approval of Resolution 06-1740 and the budget transfer as presented. Audience Innut: Mr. John Casselberry, 700 S. Lost Lake Lane, Casselberry, Florida, stated that the City Utilities should not have to pay for relocating utility lines outside the City limits for a DOT Project. Mr. Torres stated that the City was using the opportunity of the roadway project to upgrade the utility system and this obligates to the City pay for reconstruction of its lines that are in the DOT right of way. MOTION: Moved by Commissioner Colleen S. Hufford to approve Resolution 06-1740, Interloca1 Agreement witb Seminole County for Utility Construction on U.S. Highway 17-92 to Fern Park, as presented. Motion was seconded by Commissioner Susan Doerner and carried on a 5 - 0 vote. MOTION: Moved by Commissioner Susan Doerner to approve Budget Amendment in the amount of $622,000 to cover City's Utilities add-on cost to Seminole County's U.S. Highway 17-92 Reconstruction Project. Motion was seconded by Commissioner Colleen S. Hufford and carried on a 5 - 0 vote. E. Resolution 06-1741 - Amendment to Delegation and Duties of the Lakes Management Advisory Board The City Clerk read Resolution 06- I 74 I by title as follows: "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING EXHIBIT A, DELEGATION AND DUTIES OF THE LAKES MANAGEMENT ADVISORY BOARD, OF RESOLUTION 05-1558 TO INCLUDE ADDITIONAL LANGUAGE FOR THE REMOVAL OF BOARD MEMBERS; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE."
