Hufford to approve Ordinance 06-llS9 <br />Comprehensive Rules for Use of City Parks, on first reading as corrected. <br />Motion was seconded by Commissioner Linda Hart and carried on a 5 - 0 vote. <br /> <br />It. ResoIutions <br /> <br />A. Resolution 06- 1697 - Agreement with Glatting, Jackson, Kercher, Anglin, Lopez, Rinehart, Inc. For <br />Bike Trail Design for Phase I and 3 and the Master Plan Update ($214,500 plus Expenses) and <br />Related Budget Transfer ($] 13,500.00) <br /> <br />The City Clerk read Resolution 06-1697 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, AUTHORIZING THE MAYOR TO ENTER INTO A <br />CONTRACT WITH GLATTING JACKSON KERCHER ANGLIN LOPEZ <br />RINEHART TO PROVIDE DESIGN SERVICES FOR SEGMENT ONE (I) AND <br />SEGMENT THREE (3) OF THE CASSELBERRY BIKE TRAIL AND TO UPDATE <br />THE CITY BIKE TRAIL MASTER PLAN; PROVIDING FOR CONFLICTS, <br />SEVERABILITY AND EFFECTIVE DATE." <br /> <br />Staff Presentation: Resolution 06-1697 authorizes an agreement with Glatting Jackson Kercher Anglin <br />Lopez Rinehart which details design of Segment I (approximately 1.5 miles in length) and Segment 3, <br />(approximately I mile in length) of the Casselberry Trail that includes surveying the corridors, coordinating <br />with the homeowners, designing the trails and providing construction documents. Segment I is currently <br />funded by Seminole County and connects to two schools, two additional parks and the Zinnia Bike Trail. <br />Segment 3, not funded for construction, begins on Winter Park Drive by the lift station, winds behind the <br />Casselberry Golf Course and ties into the proposed bike route on Triplet Lake Drive. The City Bike Trail <br />Master Plan Update includes land use analysis, recommendations for Master Plan modifications and Master <br />Plan revisions. Additionally included in the contract is the coordination of a Public Participation program <br />that introduces the projects to the public. A budget amendmentto recognize Shared Revenue from Seminole <br />County in the amountof$101 ,000 and use of Fund Balance in the amountof$1 13,500 is needed to fund this <br />project. <br /> <br />Staff Recommendation: Recommend approval of Resolution 06-1697 and budget amendment. <br /> <br />Audience InDut: John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, spoke in opposition to <br />bike trails indicating a safety hazard on trails constructed behind homes in a neighborhood. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Susan Doerner to approve Resolutiou 06-1697, <br />Contract with Glatting Jackson Kercher Anglin Lopez Rinehart for the Bike <br />Trail Design/Construction, as presented. Motion was seconded by <br />Commissioner Linda Hart and carried on a 5 - 0 vote. <br />
