Motion was seconded by Commissioner Linda Hart and carried on a 5 - 0 vote. It. ResoIutions A. Resolution 06- 1697 - Agreement with Glatting, Jackson, Kercher, Anglin, Lopez, Rinehart, Inc. For Bike Trail Design for Phase I and 3 and the Master Plan Update ($214,500 plus Expenses) and Related Budget Transfer ($] 13,500.00) The City Clerk read Resolution 06-1697 by title as follows: "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH GLATTING JACKSON KERCHER ANGLIN LOPEZ RINEHART TO PROVIDE DESIGN SERVICES FOR SEGMENT ONE (I) AND SEGMENT THREE (3) OF THE CASSELBERRY BIKE TRAIL AND TO UPDATE THE CITY BIKE TRAIL MASTER PLAN; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." Staff Presentation: Resolution 06-1697 authorizes an agreement with Glatting Jackson Kercher Anglin Lopez Rinehart which details design of Segment I (approximately 1.5 miles in length) and Segment 3, (approximately I mile in length) of the Casselberry Trail that includes surveying the corridors, coordinating with the homeowners, designing the trails and providing construction documents. Segment I is currently funded by Seminole County and connects to two schools, two additional parks and the Zinnia Bike Trail. Segment 3, not funded for construction, begins on Winter Park Drive by the lift station, winds behind the Casselberry Golf Course and ties into the proposed bike route on Triplet Lake Drive. The City Bike Trail Master Plan Update includes land use analysis, recommendations for Master Plan modifications and Master Plan revisions. Additionally included in the contract is the coordination of a Public Participation program that introduces the projects to the public. A budget amendmentto recognize Shared Revenue from Seminole County in the amountof$101 ,000 and use of Fund Balance in the amountof$1 13,500 is needed to fund this project. Staff Recommendation: Recommend approval of Resolution 06-1697 and budget amendment. Audience InDut: John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, spoke in opposition to bike trails indicating a safety hazard on trails constructed behind homes in a neighborhood. MOTION: Moved by Commissioner Susan Doerner to approve Resolutiou 06-1697, Contract with Glatting Jackson Kercher Anglin Lopez Rinehart for the Bike Trail Design/Construction, as presented. Motion was seconded by Commissioner Linda Hart and carried on a 5 - 0 vote.
