Ordinance 06-1189 - Comprehensive Rules for Use of City Parks <br /> <br />The City Clerk read Ordinance 06-1189 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA,RELA TING TO <br />CITY PARKS; PROVIDING FOR DEFINITIONS; PROVIDING FOR HOURS OF <br />OPERATION AND GENERAL USE; PROVIDING FOR REGULATIONS <br />RELATING TO TRAFFIC, POLLUTION, LITTER, PROTECTION OF NATURAL <br />RESOURCES, FIREARMS, FIREWORKS, DESTRUCTIVE DEVICES, WEAPONS <br />HUNTING, WILDLIFE PRESERVATION AND CONSERVATION, DOMESTIC <br />ANIMALS, ALCOHOLIC BEVERAGES, TRESPASS, FIRES CAMPING, SIGNS, <br />NOISE, DEFACEMENT OF TREES, PEDDLING, INJURY, PROTECTION OF <br />BUILDINGS AND OTHER PROPERTY AND INTERFERENCE WITH <br />PERSONNEL; PROVIDING FOR THE ADOPTION OF ADMINISTRATIVE <br />RULES; PROVIDING FOR PENALTIES; AMENDING SUBSECTION (A) OF <br />SECTION 2-210, SCHEDULE OF VIOLATIONS, TO INCLUDE ADDITIONAL <br />PENALTIES FOR VIOLATIONS OF PARKS ORDINANCES; PROVIDING FOR <br />REPEAL OF SECTION 1S-14,PETS PROHIBITED IN CITY PARKS OF CHAPTER <br />IS, ANIMALS, AND SECTION 58-4, CONSUMPTION OF ALCOHOLIC <br />BEVERAGES PROHIBITED IN P ARKS,PLA YGROUNDS AND RECREATIONAL <br />AREAS, OF CHAPTER 58, OFFENSES AND MISCELLANEOUS PROVISIONS; <br />PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND AN <br />EFFECTIVE DATE." <br /> <br />Staff Presentation: Ordinance 06-1 189 provides clear understanding for park users and provides the Police <br />Department and staff with resources necessary to prosecute or fine park abusers. The ordinance will permit <br />the City to act swiftly and surely to protect the park with significant items such as permitting dogs on leashes <br />in the park and off-leash in the dog park, prohibiting smoking and/or restricting smoking to designated areas, <br />restricted swimming in waterways, providing restrictions for park use by groups, restricting firearms and <br />providing for.penalties and other remedies. The Parks and Recreation Advisory Board has reviewed this <br />ordinance and recommended approval. The City Attorney recommended that a resolution be prepared to <br />outline policies and procedures related to special events. <br /> <br />Staff Recommendation: The City Manager, City Attorney and Police Chief have reviewed the ordinance <br />and recommend approval. If approved on first reading, Ordinance 06-1 189 will be scheduled for public <br />hearing on August 28, 2006. The Parks and Recreation Director noted scriveners corrections on page 4, <br />Section 60-2 and 60-3. The correction noted by Mayor Goff on page 7 Section 60-] O(b), changing troutline <br />to "trotline" will be incorporated in the ordinance before the final submission on August 28. 2006. <br /> <br />Audience Innut - None <br />
