The City would be using a cooperative purchase agreement based on the contract with <br />the City of Winter Garden. In response to the Request for Quotations (RFQ) for the Civic Center, ZHA will <br />be responsible for developing the step two design criteria package, assist with selection of a qualified design <br />build firm and assist with negotiating the contract with that firm. ZHA will provide validation ofthe project <br />budget and schedule for a fee of $59,850. The Civic Center budget presented and approved in February <br />included this fee in the total. The money is available in the Parks and Recreation Department Budget <br /> <br />Staff Recommendation: Approval of Resolution 06-1680 to execute a contract with ZHA for the design <br />build criteria package as presented. By executing this contract, the City will keep the Civic Center project <br />tracking while providing extra legal financial protection from a qualified and respected firm. <br /> <br />Audience Input: <br /> <br />1) Jon Miller, 380 Jefferson Drive, Casselberry, Florida, spoke in opposition to the Civic Center Issue <br />being an item for referendum at the November election. <br /> <br />2) Hal Billerbeck, 531 Sundown Trail, Casselberry, Florida, spoke in opposition to placing the Civic <br />Center question on the ballot for the November election. <br /> <br />MOTION: <br /> <br />Moved by Mayor Goff to approve Resolution 06-1680, Consulting Services <br />Agreement with ZHA Inc. for a Design Build Criteria Package for <br />Development of the Civic Ceuter. Motion was seconded by Commissioner <br />Colleen S. Hufford and carried on a 5 - 0 vote. <br /> <br />I. Final Plat Approval for Northeast Industrial Park (SP 06-04) <br /> <br />Staff Presentation: SP 06-04 incorporates properties purchased by the City from the Leonard Casselberry <br />Trust for the realignment of Winter Park Drive from Seminola Boulevard to State Road 436. The <br />realignment of the road will reduce traffic through the residential area north of Gee Creek and provide a <br />signalized access point on State Road 434 for commercial vehicles from Belle Avenue and the realigned <br />Winter Park Drive. The property has been subdivided into nine one-acre lots and will be developed as an <br />industrial park and sold for private uses. The City is in the process of designating a portion of this plat as <br />an Industrial Medium Future Land Use and an Industrial medium zoning district which would allow adult <br />entertainment sites in the area. At their April 12,2006 meeting, the Planning and Zoning Commission <br />unanimously approved SP 06-04 and recommended approval to the City Commission. <br /> <br />Staff Recommendation: Approve SP 06-04 with the request to waive the requirement for certificate of <br />completion and/or performance bond prior to the recording to allow for the recording of the final plat. <br />Approval by the Commission is conditioned upon the final approval of the City surveyor. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to approve SP 06-04, Northeast <br />Industrial Park Final Plat, with the recommended waiver ofthe performance <br />bond prior to recording of the final plat and final approval by the City <br />Surveyor. Motion was seconded by Commissioner Susan Doerner and carried <br />on a 5 - 0 vote. <br />
