<br />City Commission Meeting <br />June 12, 2006 <br />Page 8 <br /> <br />Staff Presentation: The Commission had previously awarded a contract for Building Maintenance Services <br />to JMC Services, Inc. The contractor failed to provide the level of service required and did not submit the <br />required performance bond. The next lowest bidder was Amerishine. The following is a breakdown of the <br />cost: <br /> <br />. <br /> <br />Building Maintenance <br />Carpet Cleaning <br />Window Washing <br />Pressure Cleaning <br /> <br />$78,360 per year <br />$ 5,530 per service <br />$ 1,455 per service <br />$ 1,150 per service <br /> <br />. <br /> <br />Staff Recommendation: Approval of Resolution 06-1678, Contract with Amerishine as presented. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to approve Resolution 06-1678, <br />Contract with Amerishine for Building Maintenance, as presented. Motion <br />was seconded by Commissioner Susan Doerner and approved on a 5 - 0 vote. <br /> <br />Mayor Goff requested the staff ensure that the contractor hires legal workers and the vendor complies with <br />the immigration laws. <br /> <br />G. Resolution 06-1679 - Interlocal Agreement between the City of Casselberry and the Casselberry <br />Community Redevelopment Agency and Related Budget Transfer <br /> <br />Item II(G) was removed from the Agenda under the Approval of the Agenda. The Community <br />Redevelopment Agency continued this matter to its July meeting and requested the City provide additional <br />data expenditures made by the City from the general revenue for the CRA. The CRA questioned the <br />auditor's report and legal reasoning for the amount of funds believed to still be owed to the CRA. <br /> <br />Item will be rescheduled. <br /> <br />H. Resolution 06-1680 - Contract with ZHA Incorporated forCivic Center Design Criteria Development <br /> <br />The City Clerk read Resolution 06-1680 by title as follows: <br /> <br />"A RESOLUTION OFTHE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING <br />THE SELECTION OF ZHAINCORPORATED, FOR CONSULTING SERVICES TO <br />PROVIDE SCOPE DEVELOPMENT, DESIGN CRITERIA, AND <br />DESIGN/BUILDER SELECTION FOR THE CITY'S PROPOSED CIVIC CENTER <br />COMPLEX; PROVIDING FOR CONFLICT, SEVERABILITY, AND EFFECTIVE <br />DATE." <br /> <br />Staff Presentation: The Civic Center Project has been designated as a design build project and requires <br />specific design build criteria package. Florida Statutes require that design build criteria packages be prepared <br />by a structural engineer or a professional design build firm. ZHA is currently under contract with the Cities <br />of Lake Mary and Winter Garden for design build municipal projects. ZHA is well respected and has been <br />recommended by a number of cities for their superior representation of the owner. ZHA has helped <br />municipal clients avoid legal conflicts during and after construction or to save the municipalities money <br />
