<br />City Commission Meeting <br />June 12, 2006 <br />Page 7 <br /> <br />Parking is allowed within criteria #1, #2 and #5 within an enclosed garage, carport, or rear and side yard if <br />properly screened. Prohibited vehicles cannot be parked in the City rights-of-ways unless actively engaged <br />in work or making deliveries. <br /> <br />Staff Recommendation: Approval of Ordinance 06-1194 on first reading and schedule the second reading <br />and Public Hearing for July 10, 2006. <br /> <br />Audience Input: John Casselberry, 700 S. Lost Lake Lane, addressed the issue of parking tractor equipment <br />for lawn maintenance and whether this type vehicle would fall within the purview of this ordinance. <br /> <br />MOTION: <br /> <br />Moved by Commissiouer Colleen S. Hufford to approve Ordinance 06-1194, <br />Parking of Prohibited Vehicles in Residential Districts, on first reading as <br />presented. Motion was seconded by Commissioner Susan Doerner. <br /> <br />After extensive discussion on the issue by the Commission, Commissioner Cook <br />and Mayor Goff spoke in opposition to the ordinance. <br /> <br />VOTE ON THE MOTION: Commissioner Doerner - Yes; Commissioner Cook - No; <br />Commissioner Hufford - Yes; Commissioner Hart - Yes; <br />Mayor Goff - No. Motion carried on a 3 - 2 vote. <br />Commissioner Cook and Mayor Goff dissenting. <br /> <br />E. Ratification of Public Works Director Appointment <br /> <br />Mr. Pavlis recommended the Commission approve the appointment ofMr. Eduardo Torres as the City Public <br />Works Director, effective July 3, 2006. Recommended starting salary at $92,000 per annum with a 15% <br />Defined Contribution Pension Plan. Mr. Torres has a B.S. and M.S. Degree in Civil Engineering and over <br />seventeen years of experience. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Susan Doerner to approve the appointment of Ed <br />Torres as the City Public Works Director; effective July 3, 2006. Motion was <br />seconded by Commissioner Colleen S. Hufford and carried on a 5 - 0 vote. <br /> <br />The Commission voted to continue the meeting past the 9:30 p.m. point pursuant to Resolution 06-1649. <br /> <br />FIVE MINUTE BREAK <br /> <br />F. Resolution 06-1678 - Building Maintenance Services Agreement with Amerishine Cleaning Services <br /> <br />The City Clerk read Resolution 06-1678 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING <br />THE EXECUTION OF A CONTRACT BETWEEN THE CITY OF CASSELBERRY <br />AND AMERISHINE CLEANING SERVICES TO PROVIDE BUILDING <br />MAINTENANCE SERVICES; REPEALING RESOLUTION 06-1670; PROVIDING <br />FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br />
