The extension will help fund the Civic Center and parking garage proposed in <br />"Revitalizing Casselberry" and will also help provide funds for new Community Redevelopment <br />District projects. To date, the funding contributions for the CRA District is calculated to include <br />approximately $250,000 from Seminole County and $50,000 from the City. <br />Staff Recommendation: Approval of resolution 06-1672(A). <br />Audience Input: The following individuals came forward and spoke in favor of Resolution <br />06-1672(A), extending the Community Redevelopment Agency (CRA) Term for Ten Years <br />from 2015 to 2025: <br />1) Charlene Glancey, 210 N.E. Triplet Lake Drive, Casselberry, Florida <br />3) Sandi Solomon, 6 Bayberry Branch, Casselberry, Florida <br />4) Nathan VanMeter, 134 N. Lost Lake Lane, Casselberry, Florida <br />5) Dodie Stevens, 215 Hill Street, Casselberry, Florida <br />6) Hal Billerbeck, 531 Sundown Trail, Casselberry, Florida <br />7) Paul McKernan, 530 Queens Mirror Circle, Casselberry, Florida <br />Commission Discussion: <br />Mayor Goff stated that he was not opposed to the CRA to 2015, but was opposed to the ten- year <br />extension because 2025 is five election cycles out and that should be the purview of those future <br />commissions to determine any extensions. He was opposed to binding future City Commissions <br />with respect to cost of services, i.e. police and fire services in 2025 at 1995 prices. Also the <br />extension was not necessary for the funding of the Revitalizing Casselberry Plan because the <br />mortgage note runs until 2032 and all CRA money will go back to the general fund after 2015. <br />Commissioner Doerner supported the ten-year extension and stated the City had not generated a lot <br />of money to the CRA because of its red light district image. She indicated that she was confident <br />the County would support the CRA Extension to 2025 and the partnership with Seminole County <br />was spectacular and the whole process is a win-win scenario for the City. <br />Commissioner Hufford supported the ten-year extension and stated that the impact of growth in CRA <br />would not have any adverse effect on police and fire services because impact fees and utility fees <br />would offset the cost as the City grows. During past election cycles, the community has, on a 60/40 <br />ratio, indicated approval for downtown improvements and as the City grows, it should exponentially <br />go with CRA matched money to improve projects in the City. <br />
