<br />City Commission Meeting <br />March 13, 2006 <br />Page 18 <br /> <br />18, ANIMALS, AND SECTION 58-4, CONSUMPTION OF ALCOHOLIC <br />BEVERAGES PROHIBITED INP ARKS,PLA YGROUNDSAND RECREATIONAL <br />AREAS, OF CHAPTER 58, OFFENSES AND MISCELLANEOUS PROVISIONS; <br />PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND AN <br />EFFECTIVE DATE." <br /> <br />Staff Presentation: The City has never had an all inclusive park ordinance. The proposed Ordinance 06- <br />1189 will provide both clear understanding for park users but also provide the Police Department and Park <br />staff with the resources necessary to prosecute or fine park abusers. The ordinance has been reviewed and <br />approved by the City Attorney, the Police Department and the Parks and Recreation Advisory Board. <br /> <br />Staff Recommendation: Approve Ordinance 06-1 ] 89 as presented. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Susan Doerner to approve <br />Ordinance 06-1189, Park Ordinance, on first reading <br />as presented. Motion was seconded by Commissioner <br />Linda Hart and carried on 5 - 0 vote. <br /> <br />I. Capital Improvement Program 2006 - 2015 <br /> <br />Staff Presentation: Mr. Stampfler presented a ten-year Capital Improvement Program which identifies <br />project and the funding for the projects. The projects and costs associated are as follows: <br /> <br />. <br /> <br />Public Works - Lake Drive Utilities - $1,217,270 <br />Public Works - North Winter Prk Drive Re-alignment - $4, I 00,000 <br />Public Works - Northeast Industrial Park Development - $600,000 (Original land cost of <br />$],223,769 will need to be reimbursed to the Infrastructure Surtax Fund upon sale of the <br />platted lots). <br />Public Works - Plumosa Avenue Intersection Improvements _ $1,200,000 <br />Public Works - Seminola Boulevard Sanitary Sewer - $1,500,000 <br />Public Works - Triplet Lake/Melody Re-alignment _ $1,600,000 <br />Public Works - U.S. Highway] 7-92 Fern Park CRA Utilities - $1,000,000 <br />Public Works - New Stormwater Facility - $500,000 <br />Parks and Recreation - Pawmosa Dog Park - $30,000 (Operating fund impact $13,450 <br />yearly) <br />Parks and Recreation - Senior Center Renovation _ $500,000 <br />Parks and Recreation - Bike Trail Phase III - $1,750,000 (Operating fund impact $6,500 <br />Parks and Recreation - N.
