<br />City Commission Meeting <br />March 13, 2006 <br />Page 19 <br /> <br />. Parks and Recreation - Bus Shelter/Transportation Improvements _ $500,000 (Operating <br />fund impact $25,000) <br /> <br />Staff Recommendation: Approve as presented. <br /> <br />Audience Input: <br />]) David Rachel, 136 Carriage Hill Drive, a Parks and Recreation Department employee, spoke <br />in opposition to the Secret Lake Park Development and Renovations, which in part relocates <br />the Parks and Recreation Maintenance and Equipmentto the Public Works Storm water area <br />on Belle Avenue. Mr. Stampfler indicated that Secret Lake Park should be a buffer for the <br />residential community and not a maintenance facility. <br /> <br />2) John Casselberry, 700 S. Lost Lake Lane, recommended the City Commission delay vote <br />on this issue for further analysis. <br /> <br />Commissioner Cook opined that some of the items presented in the Capital Improvement Program should <br />be discussed individually or postpone this item until budget work sessions. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Kathy Cook to postpone the <br />discussion regarding the Capital Improvement <br />Program 2006 - 2015. Motion was seconded by Mayor <br />Goff for discussion. <br /> <br />Motion was withdrawn by Commissioner Kathy Cook. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to <br />approve the Capital Improvement Program 2006 _ <br />2015 as presented. Motion was seconded by <br />Commissioner Susan Doerner and carried on a 5 - 0 <br />vote. <br /> <br />12. Commission ReportslReQuests <br /> <br />Commissioner Doerner - <br />. Requested the issue of buffers between commercial and residential be addressed by the Planning and <br />Zoning Commission and reported back to the Commission. The consensus of the Commission was <br />to have the City Manager request the Planning and Zoning Commission address this issue and report <br />back to the Commission within six months. <br /> <br />Commissioner Cook - No Report <br /> <br />Commissioner Hufford - <br />. Complimented the Parks staff on the Jazz Festival. <br />
