<br />City Commission Meeting <br />March 13, 2006 <br />Page 17 <br /> <br />meets all the requirements and desires ofthe community. The City Attorney has indicated that the hiring of <br />an engineering firm and a lobbyist were appropriate expenditures for the LOGT fund. The City needs to <br />interject itself into the process to ensure that the design of the facility reflects favorably in terms of economic <br />development, pedestrian access as well as traffic movement. Mr. Stampfler also indicated that an important <br />the qualifier to the resolution would be to ask Seminole County to join the City and participate in this regard <br />since this corridor would have a a major impact for the entire county. Mr. Stampfler indicated that the City <br />should move forward regardless of whether the County participates in this endeavor. <br /> <br />Staff Recommendation: Approve Resolution 06-1661 as presented. <br /> <br />Mayor Goff indicated that more information was needed i.e. whether the County was willing to participate <br />and working with FOOT regarding this issue before approving funds to move forward. He indicated that he <br />could support the resolution ifthe following WHEREAS clause were deleted. <br /> <br />WHEREAS, if the interchange is developed substantially similar to the Preliminary Design and <br />Engineering Study, dated July 26,2004, the City Commission is concerned that it will create a substantial <br />problem for the City of Casselberry in terms of disruption of local traffic patterns, disruption of th <br />economy of the City and will provide little or no pedestrian and visual amenities; and <br /> <br />The consensus of the Commission was to agree and the resolution will be modified with the deletion of the <br />th ird Whereas clause accordingly. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Susan Doerner to approve <br />Resolution 06-1661, U.S. 17/92/S.R. 436 Interchange <br />Design, as modified. Motion was seconded by <br />Commissioner Colleen S. Hufford and carried on a 5-0 <br />vote. <br /> <br />H. First Reading of Ordinance 06-1189 - City Parks Regulations <br /> <br />The City Clerk read ordinance 06-1189 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA,RELATING TO <br />CITY PARKS; PROVIDING FOR DEFINITIONS; PROVIDING FOR HOURS OF <br />OPERATION AND GENERAL USE; PROVIDING FOR REGULATIONS <br />RELATING TO TRAFFIC, POLLUTION, LITTER, PROTECTION OF NATURAL <br />RESOURCES, FIREARMS, FIREWORKS, DESTRUCTIVE DEVICES, WEAPONS, <br />HUNTING, WILDLIFE PRESERVATION AND CONSERVATION, DOMESTIC <br />ANIMALS, ALCOHOLIC BEVERAGES, TRESPASS, FIRES, CAMPING, SIGNS, <br />NOISE, DEFACEMENT OF TREES, PEDDLING, INJURY, PROTECTION OF <br />BUILDINGS AND OTHER PROPERTY AND INTERFERENCE WITH <br />PERSONNEL, PROVIDING FOR THE ADOPTION OF ADMINISTRATIVE <br />RULES; PROVIDING FOR PENALTIES; AMENDING SUBSECTION (A) OF <br />SECTION 2-210..
