<br />City Commission Meeting <br />March 13, 2006 <br />Page 13 <br /> <br />MOTION: <br /> <br />Moved by Commissioner Linda Hart to approve <br />Resolution 06-1657, Buxton Proposal for Retail <br />Marketing and Analysis, with Budget Transfer of <br />$40,000 from the Contingency Reserve, as presented. <br />Motion was seconded by Commissioner Susan Doerner <br />and carried on a 5 - 0 vote. <br /> <br />C. Resolution 06-1658 - Drainage Easement Agreement with Anchor Road Commerce Center <br /> <br />The City Clerk read Resolution 06-1658 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, TO ENTER <br />INTO A DRAINAGE EASEMENT AGREEMENT WITH ANCHOR ROAD <br />COMMERCE CENTER LLC; PROVIDING FOR CONFLICTS, SEVERABILITY, <br />AND EFFECTIVE DATE." <br /> <br />Staff Presentation: During the early 1990's, the City of Casselberry along with the St. John's River Water <br />Management Authority were co-defendants in litigation with Harold Decker. Mr. Decker prevailed in that <br />litigation and later entered into a Stipulation and Settlement Agreement dated April 16, 1999. Anchor Road <br />Commerce Center is the successor to the Harold Decker interest and has the authority to enter into the <br />proposed Drainage Easement Agreement. The agreement requires the City to allow the petitioner to <br />construct a portion of a retention pond along with swales on City property. The pond and swales have been <br />constructed and approved by the City. <br /> <br />Staff Recommendation: City staff and City Attorney have reviewed the easement document and <br />recommends approval of Resolution 06-1658. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to <br />approve Resolution 06-1658, Easement Agreement with <br />Anchor Road Commerce Center, as presented., <br />Motion was seconded by Commissioner Susan Doerner <br />and carried on a 5 - 0 vote. <br /> <br />D. City Employee Health Insurance Coverage <br /> <br />The staff recommended the City renew the health insurance contract with Cigna for the contract year April <br />1,2006 through March 31,2007. The recommended plan represents a 19% increase; includes a non-smoker <br />discount program and a dependent premium contribution increase. The total cost for the recommended <br />health insurance plan is $1,149,525. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Linda Hart to approve City <br />Employee Health Insurance Coverage with Cigna as <br />presented. Motion was seconded by Commissioner <br />Susan Doerner and carried on a 5 - 0 vote. <br />
