Sole Source Purchase - University of Central Florida <br />Community Survey Proposal <br /> <br />$18,104.00 <br /> <br />Staff Presentation: Mr. Stampfler recommended approval of the survey proposal. The Commission would <br />be soliciting the public to participate in governance, asking for their opinion in a scientific, statically valid <br />survey. The questions for the survey are wide ranging and the community opinions on issues will facilitate <br />the Commission in their goals for the upcoming budget. <br /> <br />Commissioner Cook stated that she would like to see the survey more city-wide, that 625 participants does <br />not reach all the households in the community. She suggested the survey be mailed out to all residents ofthe <br />City. She also noted several inconsistencies and errors in the questions on the survey. Mr. Stampfler stated <br />that any inconsistencies and/or errors would be corrected, but he was very comfortable with the random phone <br />survey as a principle and reliable source for the Commission. <br /> <br />Mr. Jim Wright, Director of the University of Central Florida Institute for Social and Behavioral Sciences, <br />addressed the Commission regarding the mechanics and methods used to conduct the survey. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Linda Hart to approve the <br />Community Survey by the University of Central Florida <br />as presented. Motion was seconded by Commissioner <br />Susan Doerner and carried on a 5 - 0 vote <br /> <br />B. Resolution 06-1657 - Buxton Proposal for Retail Marketing Analysis and Related Budget Transfer- <br />$40,000.00 <br /> <br />The City Clerk read Resolution 06-1657 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, RELATING TO ECONOMIC DEVELOPMENT, <br />APPROVING AN AGREEMENT BETWEEN BUXTON COMMUNITY ID AND THE <br />CITY OF CASSELBERRY; PROVIDING FOR PROFESSIONAL RESEARCH TO <br />IDENTIFY AND ASSIST IN PURSUING PRIVATE RETAILERS THAT WILL <br />THRIVE AND BENEFIT FROM CASSELBERRY'S UNIQUE MARKET <br />DEMOGRAPHICS, AGREEING TO A FEE OF $40,000; AND PROVIDING FOR <br />CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br /> <br />Staff Presentation: Mr. Stampfler indicated that the condition of the community commercially demanded <br />that Casselberry consider some approach to address the problem of lack of commercial redevelopment on <br />U.S. Highway 17-92. He recommended the proposal from Buxton, who specializes in working with local <br />governments to assess their potential to recruit and expand their retail sector. <br /> <br />Staff Recommendation: Approve Resolution 06-] 657 and enter into an agreement with Buxton Community <br />ID for a fee of $40,000 to identifY specific retail targets for the City of Casselberry. <br />
