Motion was <br />seconded by Commissioner Cook. Motion carried <br />unanimously 4 - 0 by voice vote. <br /> <br />C. RESOLUTION 06-1654 - PROPOSED AMENDMENTS TO THE SEMINOLE <br />COUNTY HOME RULE CHARTER <br /> <br />The City Clerk read Resolution 06-1654 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY COMMISSION OF CASSELBERRY, FLORIDA, <br />PROMOTING GOOD LOCAL GOVERNMENT BY PROPOSING AMENDMENTS TO <br />THE SEMINOLE COUNTY HOME RULE CHARTER WHICH WOULD REQUIRE THE <br />BOARD OF COUNTY COMMISSIONERS TO PROPOSE FUTURE SEMINOLE <br />COUNTY CHARTER AMENDMENTS AT LEAST 90 DAYS PRIOR TO A GENERAL <br />ELECTION AND PRESERVING MUNICIPAL HOME RULE AUTHORITY; <br />PROVIDINGTHA T THE PROPOSED CHANGES BE DELNERED TO THE SEMINOLE <br />COUNTY CHARTER REVIEW COMMISSION AND RESPECTFULL YREQUESTING <br />THAT THE COMMISSION PLACE THE PROPOSED AMENDMENTS ON THE <br />BALLOT FOR CONSIDERATION BY THE VOTERS OF SEMINOLE COUNTY; <br />PROVIDING THAT THE PROPOSED CHANGES BE DELNERED TO EACH <br />MUNICIPALITY WITHIN SEMINOLE COUNTY AND RESPECTFULLY <br />REQUESTING THAT THE MUNICIPALITIES OFFICIALLY DECLARE THEIR <br />RESPECTNE SUPPORT FOR THE PROPOSED AMENDMENTS; PROVIDING FOR <br />THE REPEAL OF PRIOR INCONSISTENT RESOLUTIONS, SEVERABILITY, AND AN <br />EFFECTNE DATE." <br /> <br />Staff Presentation: Mrs. Reischmann stated Resolution 06-1654 proposes amendments to the Seminole <br />County Home Rule Charter to protect municipal home rule and promote intergovernmental cooperation <br />between the City and the County.
