RESOLUTION 06-1653 - INTERLOCAL AGREEMENT WITH SEMINOLE <br />COUNTY TO PROVIDE INCENTIVE FUNDING TO DYNAFIRE. INC. & <br />RELATED BUDGET TRANSFER ($25.000) <br /> <br />The City Clerk read Resolution 06-1653 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY COMMISSION OF CASSELBERRY OF THE CITY OF <br />CASSELBERRY, FLORIDA, RELATING TO ECONOMIC DEVELOPMENT, <br />APPROVING AN INTERLOCAL AGREEMENT BETWEEN SEMINOLE COUNTY, <br />FLORIDA AND THE CITY OF CASSELBERRY, PROVIDING FOR SEMINOLE <br />COUNTY TO ADMINISTER AN AGREEMENT TO PROVIDE ECONOMIC <br />DEVELOPMENT INCENTIVES TO DYNAFIRE, INC. PURSUANT TO THE <br />COUNTY'S "JOBS GROWTH INCENTIVE PROGRAM;" AGREEING TO PAY $30,000 <br />TO THE COUNTY AS THE CITY'S PORTION OF THE INCENTIVE PACKAGE; <br />AGREEING TO OTHER STANDARD PROVISIONS OF A CITY -COUNTY ECONOMIC <br />INCENTIVE AGREEMENT; AND PROVIDING FOR AN EFFECTIVE DATE." <br /> <br />Staff Presentation: Mr. Wells stated Resolution 06-1653 provides for an interlocal agreement with <br />Seminole County to allow the County to administer an agreement regarding economic development <br />incentives to Dynafire, Inc. The total requested amount of assistance is $60,000. Seminole County is <br />requesting that the City contribute $30,000 toward the requested amount. The Community Redevelopment <br />Agency approved $5,000 for the project on February 17, 2006, in accordance with the Urban Design <br />Standards adopted in 2003. Their motion also included a provision for the Community Redevelopment <br />Agency to pay the remaining $25,000 inceutive if the City Commission chooses not do so at this time, subject <br />to the City Commission reimbursing the Community Redevelopment Agency for the $25,000 portion prior <br />to the expiration of the CRA in December 20 15. The Community Development Department staff performed <br />a Return of Investment analysis of the DynaFire project and the analysis indicated the City's portion of the <br />incentive investment could be recouped in 4.8 years. Staff recommended approval of Resolution 06-1653 <br />as presented and related Budget Transfer 06-22 in the amount of $25,000 from the General Contingency <br />Reserve. <br />
