Sandi Solomon, 6 Baybeny Branch, spoke in favor of Resolution 06-1651 and Resolution <br />06-1652. Ms. Solomon stated the Commission should be enthusiastic and not stall the <br />projects since they will give the City a chance to progress and prosper. <br /> <br />4. John Casselbeny, 700 South Lost Lake Lane, stated that the Commission should have <br />the ability to call for random polling on any vote in that it would alleviate pressure on any <br />one Commissioner and the predictability of outcome of votes. <br /> <br />8. PUBLIC HEARINGS <br /> <br />A. SECOND READING OF ORDINANCE 06-1179 - MUNICIPAL IMPACT FEE <br />STUDY <br /> <br />The City Clerk read Ordinance 06-1179 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />SEMINOLE COUNTY, FLORIDA AMENDING PART II, CITY CODE OF <br />ORDINANCES, CREATING CHAPTER 55, MUNICIPAL SERVICE IMP ACT FEES, TO <br />ESTABLISH MUNICIPAL SERVICES IMPACT FEES; PROVIDING FOR THE <br />IMPOSITION OF MUNICIPAL SERVICE IMPACT FEES ON LAND DEVELOPED IN <br />THE CITY OF CASSELBERRY FOR THE PROVISION OF MUNICIPAL SERVICES <br />CAPITAL FACILITIES RELATED TO POLICE AND FIRE RESCUE SERVICES <br />NECESSITATED BY NEW DEVELOPMENT; PROVIDING FOR SHORT TITLE; <br />PROVIDING FOR SHORT TITLE; PROVIDING FOR FINDINGS, PURPOSE AND <br />INTENT; PROVIDING FOR DEFINITIONS; PROVIDING FOR IMPLEMENTING <br />REGULATIONS FOR MUNICIPAL SERVICES IMPACT FEES; PROVIDING FOR <br />SEVERABILITY, CODIFICATION, CONFLICTS AND AN EFFECTIVE DATE." <br /> <br />Legal Advertising: The notice of public hearing relative to Ordinance 06-1179 was published in the Orlando <br />Sentinel on February 17,2006. <br /> <br />Staff Presentation: Mr. Stampfler stated Ordinance 06-1179 provides for the imposition of municipal <br />service impact fees on land developed in the City for the provision of municipal services capital facilities <br />related to police and fire services necessitated by new development. A Municipal Impact Fee Study dated <br />January 10, 2006 was conducted by Public Resources Management Group, Inc. Mr. Stampfler noted that <br />members of Public Resources Management Group, Inc. were present and available for any inquiries of the <br />City Commission. Staff recommended approval of Ordinance 06-1179 as presented. <br /> <br />Public Hearing: No audience comment request forms were received for Ordinance 06-1179. Vice Mayor <br />Hart closed the public hearing. <br /> <br />MOTION: <br /> <br />Commissioner Hufford moved to approve Ordinance <br />06-1179 on second and final reading as presented. <br />Motion was seconded by Commissioner Doerner. <br />Motion carried unanimously 4 - 0 by voice vote. <br />
