PLEDGE OF ALLEGIANCE <br /> <br />Commissioner Cook led the Pledge of Allegiance. <br /> <br />4. ROLL CALL <br /> <br />The City Clerk called the roll of Elected Officials. All were present with the exception of Mayor Goff. <br />Vice Mayor Hart announced that Mayor Goffwas called out of state on a family emergency and would not <br />be in attendance. No objections or discussion occurred regarding the Mayor's excuse of absence. <br /> <br />5. APPROVAL OF AGENDA <br /> <br />No changes were made to the agenda. <br /> <br />MOTION: <br /> <br />Commissioner Doerner moved to approve the agenda <br />as presented. Motion was seconded by Commissioner <br />Hufford. Motion carried unanimously 4 - 0 by voice <br />vote. <br /> <br />6. PRESENTATIONS <br /> <br />No presentations were scheduled for this meeting. <br /> <br />7. CITIZENS' COMMENTS <br /> <br />I. Malcolm and Cynthia Hardy, 263 Plaza Oval Drive, requested a waiver of paving lien <br />for 263 Plaza Oval Drive. Mrs. Hardy read a portion of their letter to the City Manager <br />dated February 8, 2006 into the record. The City Attorney gave an overview of her February <br />17,2006 memorandum to the City Manager in response to the Hardy's request. She <br />indicated that a waiver would be in violation of the bond covenant and the Commission <br />could not by Statute or City Code provide for a waiver of assessments. The City Clerk <br />clarified that Mr. & Mrs. Hardy had not paid any portion of the lien to date and that the <br />previous calculation error had been corrected by the City Engineer and interest on the <br />assessment had been reduced accordingly. Copies ofthe Hardy's Febrnary 8, 2006 letter <br />and the City Attorney's February 17, 2006 memorandum are attached to and made a <br />part of these minutes. No action was taken by the City Commission on this matter. <br /> <br />2. Hal Billerbeck, 531 Sundown Trail, opined on articles in the Orlando Sentinel that drew <br />a comparison between supporters ofthe City Center projects and purported advocates of the <br />adult entertainment industry. He also stated that remarks attributed to the Mayor in these <br />articles were grounds for a recall. <br />
