City Commission Meeting
February 13, 2006
Page 3

Audience Input:

1) Karen Almond, 792 N. Triplet Lake Drive, Casselberry, spoke in favor of the City Center Project
and the Civic Center Project.

2) Andrea Dennison, 211 Triplet Lake Drive, Casselberry, supported the City Center Project and the
Civic Center Project but expressed concerns regarding taxes and the size of the Community Center,
which concepts projected seems too immense for the City's needs. Also thanked everyone for their
expressions of sympathy at the passing of her mother.

3) John Casselberry, 700 S. Lost Lake Lane, Casselberry, recommended the City hire a consultant to
review the contract with Unicorp before making a final decision. He stated that the price per foot
for the Civic Center was excessive and the project should be reviewed through the bid process.

4) Hank Lander, 445 Surrey Run, Casselberry, President of the Casselberry Chamber of Commerce,
spoke in favor of the two projects and thanked the City personnel and the principals ofUnicorp for
their efforts in putting these projects together.

5) Sandi Solomon, 6 Bayberry Branch, Casselberry, President of the Carriage Hill Homeowners'
Association, spoke in favor of the City Center Project and the Civic Center Project.

6) Phyllis Sheppard, 580 S. Triplet Lake Drive, Casselberry, Member of the Parks and Recreation
Advisory Board, spoke in support of the two projects moving forward.

7) John Nevell, 216 N. E. Triplet, Casselberry, Owner of Property between the two City properties
that will be sold to Unicorp for the City Center Project. He spoke in opposition to the project
because he had not been informed nor given the opportunity to bid on the City's property for the
project. The City Manager stated that the project was properly bid over a year ago; Mr. Nevell's
bid was $401,000; Unicorp will be paying $567,000, which exceeds the appraised value, for the
properties owned by the CRA. The Community Redevelopment Agency will be meeting on Friday,
February 17,2006 at 9:00 a.m. in the Police Department Multipurpose Room to vote on transferring
the two parcels to the City so they can become part of the Unicorp project.

7. Citizens' Comments

1) Andrea Dennison, 211 Triplet Lake Drive, Casselberry, spoke in opposition to Item E, Agenda
Preparation Issues, stating that any changes should be done by Referendum. It was never the
intention of the voters when the City Manager Form of Government was enacted to have the
Administrator set the Agenda; historically, the Mayor has always set the Agenda and policy making
decisions should not be set by the Administrator. The Commission will be forsaking their
responsibilities to the citizens if this item is approved.
