Regular Meeting <br />Page 6 of t3 <br /> <br />Staff Presentation: Ordinance 06-1173 updates the Parks Impact Fee requirements for residential <br />development. The Parks Impact Fee was established in 1998 and has not had any subsequent review. The <br />periodic review of impact fees is important to keep pace with the City's growth and Comprehensive Plan. <br />The revision increases the current park impact fee from $390 per residential unit to $850 per residential unit <br />and provides an inflation factor of3% per year, beginning in January 2007. This change has been reviewed <br />noticed public hearings held by the Planning and ZOlling Commission ill their capacity as the Local Land <br />Planning Agency. The City Attorney has also reviewed and approved the ordinance as to form and content. <br /> <br />Staff Recommendation: Approval of Ordinallce 06-1173 and schedule for final public hearing on January <br />23,2006. <br /> <br />Audience Input: Mr. John Cassse1berry, 700 S. Lost Lake Lane, stated that before the final reading of this <br />ordinance, more data was needed from the Coullty and other cities regarding the total impact of other fees <br />and not just for recreation impact fees. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to <br />approve Ordinance 06-1173, - Parks Impact Fees, as <br />presented. The motion was seconded by Commissioner <br />Susan Doerner and carried unanimously by voice vote. <br />(5 - 0) <br /> <br />C. First Reading of Ordinance 06-1174 - Amendment to Casselberry Code of Ordinances, <br />Article XXI. Police Officers' & Firefighters' Pension Plan <br /> <br />The City Clerk read Ordinance 06-1174 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING <br />CHAPTER 62, PERSONNEL, ARTICLE XXI, POLICE OFFICERS' AND <br />FIREFIGHTERS' PENSION PLAN, BY AMENDING SECTION 62-2202(c) TO <br />PROVIDE THE POLICE CHIEF AND MANAGEMENT ADDITIONAL TIME TO <br />CONSIDER PARTICIPATION BY THE POLICE CHIEF IN THE POLICE <br />OFFICERS' AND FIREFIGHTERS' PENSION PLAN' PROVIDING FOR <br />SEVERABILITY, CODIFICATION, CONFLICTS AND EFFECTIVE DATE." <br /> <br />Staff Presentation: Ordinance 06-1174 would grant a six months' extension for the Police Chief to make <br />a determination regarding joining the City's Police Officers' and Firefighters' Pension Plan. The Police <br />Officers' and Firefighters' Pension Board of Trustees, attheirmeetingofDecember 16, 2005, recommended <br />this item be forwarded to the Commission with a request for approval. <br /> <br />Staff Recommendation: Approval of Ordinance 06-1174 on first reading alld schedule final public hearing <br />for February 13, 2006. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor Linda Hart to approve <br />Ordinance 06-1174, Amending Section 62-2202( c) of <br />
