<br />conclusion of any such negotiations, the department head shall complete review of <br />the proposals. <br />d. Upon completion of the proposals review, such department head shall prepare and <br />submit to the city manager his recommendations as to which of the aforedescribed <br />service providers should, in his professional judgment, receive authorization to <br />perform the work required. In making such determination he shall take into <br />account. <br /> <br />1. The factors set forth in Section 287.055(4)(b), Florida Statutes (1993), with <br />respect to the service providers then under continuing contract with the city; and <br />2. The price for which the services are to be rendered. <br /> <br />e. If the proposal is for five thousand dollars ($5,000.00) or less, the city manager is <br />the approving party and shall make the final decision in accordance with <br />subparagraph (c)(2)(t). If the proposal is for more than five thousand dollars <br />($5,000.00), the city manager shall submit his recommendation, together with that <br />of the department head, to the city commission for the final decision thereon. <br />f. The approving party shall, giving due consideration to the recommendation <br />and to the overall general welfare of the citizens of the city, determine whether <br />or not to issue the work authorization and, if so, to which of the <br />aforedescribed service providers. The decision of the approving party shall be <br />final, subject only to certiorari review by the circuit court. <br /> <br />SECTION TWO. Conflicts. All Resolutions or parts of Resolutions in conflict with <br />any of the provisions of this Resolution are hereby repealed. <br /> <br />SECTION THREE. Severability. If any Section or portion of a Section of this <br />Resolution proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate <br />or impair the validity, force, or effect of any other Section of part of this Resolution. <br /> <br />SECTION FOUR. Effective Date. This Resolution shall become effective <br />immediately upon its passage and adoption. <br /> <br />SECTION FIVE. And resolved further that Bruce A. Pronovost, as Mayor, and <br />Thelma McPherson, as City Clerk, be and are authorized to execute the documents necessary <br />for such amendment for and on behalf of the City of Casselberry, Florida. <br /> <br />PASSED and ADOYfED this /1Ø day of jj/ ~.
