<br />Ordinance, and applicable law. <br /> <br />The supervisory and investigative powers <br /> <br />herein granted shall not extend to the legislative branch of the City <br />government. <br /> 5. To appoint his/her executive secretary and such <br /> <br />secretarial assistants as budgetary limitations will allow, which appointees <br /> <br />shall not be subject to the Civil Service legislation of the City; that the <br /> <br />compensation of such appointees shall be established by the City Commission. <br /> <br />6. To direct the maintenance and repair of all City <br /> <br />property, buildings, furnishings, and equipment. <br /> <br />7. To have all powers enumerated in Section 26 of the <br /> <br />Charter. <br /> <br />SECTION II. Duties. The City Manager shall be responsible to the City <br /> <br />Commission for the proper direction, supervision, and administration of all <br /> <br />duties connected with City government and to that end shall have the <br /> <br />following specific duties, to wit: <br /> <br />1. Investigate, <br /> <br />evaluate, and supervise existing and <br /> <br />proposed organizational and administrative procedure of all City departments. <br /> <br />2. Direct, supervise, and implement new organizational and <br /> <br />administrative procedures. <br /> <br />3. Direct, supervise, and administer the implementation of <br /> <br />new procedures. <br /> <br />4. Direct, supervise, and administer all City departments <br /> <br />in policy, budgetary, and administrative matters. <br /> <br />5. Direct, <br /> <br />supervise, and assist all departments in <br /> <br />accomplishment of City functions. <br /> <br />-5- <br />
