City Commission Meeting
October 24, 2005
Page 8

F. Overfill of Firefighter Position #803 or #901

Staff Presentation: Mr. Segreto stated that the Fire Department seeks authorization to temporarily overfill
the Firefighter Position #802 or #901 - pay grade 724. There are a number of outstanding candidates on the
eligibility list for Firefighter-Paramedic Trainee, which would certainly be lost to other jurisdictions if the

City is unable to make immediate job offers. The request to temporarily overfill this position would allow
personnel to facilitate the new employee orientation program and avoid overtime cost. Funding for this
request will be from current position vacancies with no fiscal impact to the budget.

Staff Recommendation: Approve as submitted.

MOTION:

Moved by Commissioner Linda Hart to approve the overfill ofthe firefighter
position, #803 or #901, as requested. The motion was seconded by
Commissioner Colleen S. Hufford and carried unanimously by voice vote. (5-
0)

g. Interim City Manager Evaluation

Mayor Goff requested this item be placed on the Agenda for discussion. In a letter dated October 14, 2005,
the Personnel Director, Cristina Vivo', recommended the 2005 performance review of the Interim City
Manager, Tony Segreto, be primarily based upon his work as the Public Works Director and the evaluation
be completed by the new City Manager, Michael Stampfler, with input from the previous City Manager, Mr.
Frank Clinton.

After discussion, the consensus of the Commission was that Mr. Segreto's performance as Interim City
Manager for the past six months would be evaluated by the City Commission and his performance as Public
Works Director for the remainder of the year would be evaluated by Mr. Stampfler.

The forms to complete the evaluation for Mr. Segreto will for forwarded to the Commission.

h. Golf Course Discussion

Mr. Segreto said that several meetings ago, the City Attorney reported that, in her opinion after reviewing
the title work and the deed restrictions, the deed restrictions at the course did apply. Gary Holmes, one of
the owners of the golf course, indicated that there did not seem to be any desire on the part of the City
Commission to actively work to release those deed restrictions to allow them to subdivide the golf course.
Subsequently, two ofthe other owners of the golf course, Mr. Delsrusco and Mr. Barton requested one-on-
one meetings with the City Commission to talk about subdividing the golf course and present their site plan.
Mr. Segreto stated that they were informed, based on communications with the Commission, that he did not
believe there was any desire on the part ofthe Commission to convert the golf course to homes. Mr. Segreto
stated that if the Commission wished to meet with the golf course owners on a one-to-one basis, he would
make the arrangements.
