<br />City Commission Meeting <br />October 24, 2005 <br />Page 7 <br /> <br />MOTION: <br /> <br />Mayor Goff passed the gavel and moved to postpone this item for no more than <br />six months and recommended the issue be address at the next CALNO <br />Meeting. The motion was seconded by Commissioner Linda Hart and carried <br />on a 3 - 2 vote. Commissioners Doerner and Hufford dissenting. (Vice Mayor <br />Hart will report back to the Commission after the CALNO Meeting.) <br /> <br />E. Resolution 05-1630 - Board Appointment Procedures Policy <br /> <br />The City Clerk read Resolution 05-1630 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, MODIFYING THE BOARD APPOINTMENT <br />PROCEDURES POLICY TO ADD SECTION CLARIFYING THE ROLE OF THE <br />CITY MANAGER IN SCREENING POTENTIAL APPLICANTS AND ADD <br />CLARIFICATION OUTLINING THE ORDER VOTING WILL OCCUR BASED ON <br />THE LENGTH OF THE TERM; AMEND SECTION 6 TO INCLUDE TIME <br />PROVISION ON TRAINING NEWLY APPOINTED BOARD MEMBERS; <br />PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br /> <br />Staff Presentation: Mr. Segreto presented Resolution 05-1630 amending the Board Appointment <br />Procedures adopted by Resolution 05-11572 on April \1 , 2005. The amendment clarified the order of voting <br />based on the length ofthe term and educational training requirements for newly appointed board members. <br />This training will be required within one year of appointment and the City will be providing some in-house <br />training on a scheduled basis. <br /> <br />Staff Recommendation: Approve Resolution 05-1630, adopting Board Appointment Procedures and <br />Training Requirements. <br /> <br />Audience Input: Phyllis Sheppard, 580 S. Triplet Lake Drive, Casselberry, Florida, questioned Section 7 <br />where it states that board members should not be eligible to serve more than two consecutive terms. This <br />policy is detrimental to the individuals who faithfully serve on boards and does not promote more <br />involvement by the citizens. She stated that the three consecutive term policy adopted for Commission by <br />Charter should also apply to appointed volunteer boards. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Linda Hart to approve Resolution 05-1630, amending <br />the Board Appointment Procedures as presented and amending Section 7 <br />changing consecutive terms for board members from two consecutive terms <br />to three consecutive terms. The motion was seconded by Commissioner Susan <br />Doerner and carried unanimously by voice vote. (5 - 0) <br /> <br />(Section 7 was incorrect as presented in the Board Appointment Procedures; it should have been listed as <br />three consecutive terms instead of two . This was clarified by the City Attorney during Staff Reports) <br />
