<br />City Commission Meeting <br />October 24, 2005 <br />Page 6 <br /> <br />Audience Input: John Casselberry, 700 S. Lost Lake Lane, Casselberry, Florida, expressed concerns that <br />distance requirements regulating concentration for predators in the City may be detrimental to some <br />residential areas that are not situated near schools, day care centers, parks or playgrounds. He asked that the <br />Commission table action on this item for further study. <br /> <br />Commission Discussion: <br /> <br />Mayor Goff expressed concerns with the ordinance regarding the lack of GIS maping showing the location <br />of day care centers, playgrounds, etc. to determine locations where a predator may reside. Also, the <br />notification process of responsible party if a predator moves into a rental property, i.e. the private property <br />owner, the property managers or an out of state corporation. He favored action by Commission be delayed <br />until the State Legislature has addressed this issue and law enforcement has a chance to develop some <br />administrative rules. <br /> <br />Commissioner Doerner stated that the City needs to make a statement and take a positive position regarding <br />regulations on sexual predators. She favored moving forward with the resolution endorsing the County <br />ordinance until the State Legislature has adopted statewide regulations. <br /> <br />Commissioner Hufford stated that the City needs something in place until such time as the State Legislature <br />comes forward with regulations regarding sexual predators statewide. She also stated that the City could <br />draft their own ordinance, She favored going forward and endorse the County ordinance for the time being <br />to send the right message and show the citizens that the City is moving forward. <br /> <br />Commissioner Hart said she had concerns with passing a resolution that would create a lot problems for the <br />law enforcement agencies. She said this issue should receive top priority and Casselberry draft its own <br />ordinance regarding sexual predators, such as was adopted by Longwood and Oviedo. She recommended <br />this item be tabled for further input from the law enforcement community and brought back at a later date. <br /> <br />Comm issionerCook expressed concerns regarding the inherent problems the County Ordinance would create <br />with law enforcement. She recommended this item be tabled for tùrther review by the City Attorney and <br />the Police Chief and the City develop and adopt its own ordinance until such time as action is taken by the <br />State Legislature. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Linda Hart moved to deny Resolution 05-1629 and <br />task the Police Department with drafting the City's own ordinance within a six <br />month time period. Mayor Goff passed the gavel and seconded the motion for <br />discussion. <br /> <br />After discussion by the Commission, the motion was withdrawn by <br />Commissioner Hart; Second withdrawn by Mayor Goff. <br />
