Soil cement base courses shall not be constructed until <br />after subgrade construction has been completed and <br />required subgrade test results have been submitted in <br />writing and approved by the City Engineer. <br />c. Soil cement base course shall be comoacted to 98 oercent <br />of the Modified Proctor maximum densitv <br />M, The finished base course shall be primed without delay, <br />protected from heavy traffic, and continuously maintained <br />free of damage until the wearing surface is applied. If not <br />barricaded, and light traffic is permitted over the completed <br />and primed base course, it shall be sanded sufficiently to <br />prevent pickup.
