<br />CASSELBERRY CITY COMMISSION <br />Minutes of September 26, 2005 - Regular Meeting <br />Page 4 of 10 <br /> <br />DISCUSSION: <br /> <br />Commissioner Doerner voiced concerns regarding the expense associated <br />with the proposed additional staffing for the Fire Department, and the <br />extent of costs projected for building a new fire station to relocate Fire <br />Station 25 for the upcoming fiscal year as well as impacts on future years. <br />Chief Harkins explained the necessity of the additional staff, as well as the <br />acquisition of the tower truck and relocation of Fire Station 25 will help <br />to improve the City's ISO rating and provide adequate service for the City. <br />Mr. Segreto suggested the City Commission consider adopting a five year <br />operating budget in the future in order to better facilitate projecting <br />revenues to match operating expenses. Commissioner Cook inquired how <br />the deficit of approximately $44,000 relating to the new City Manager's <br />contract was going to be addressed. Mr. Segreto stated once a signed <br />contract was recieved from Mr. Stampfler, a budget amendment would be <br />prepared for consideration. Commissioner Doerner and Commissioner <br />Hufford stated they were willing to temporarily shift the City <br />Commission's salaries to help offset the additional City Manager salary <br />costs. Commissioner Cook inquired which project of community impact <br />was the $50,000 settlement payment from Progress Energy going to be <br />applied toward. Mr. Segreto stated the money should have been earmarked <br />in the proposed budget for a community project but is currently being <br />shown as going into general revenue and not earmarked for any project. <br />Mr. Segreto further stated after the audit of Fiscal Year 2005 is completed <br />in January/February 2006, a budget amendment could be prepared to <br />earmark the money for a project of choice by the City Commission. <br /> <br />Motion carried unanimously by voice vote. <br /> <br />C. SECOND READING OF ORDINANCE 05-1171 - AMENDING CHAPTER 86 - <br />UTILITIES - MANDATORY SEWER CONNECTION AND REDUCED <br />CONNECTION FEE <br /> <br />The City Clerk read Ordinance 05-1171 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING <br />ARTICLE IT, SEWERS, SECTION 86-31(C) PRIVATE SEWAGE DISPOSAL SYSTEMS, <br />AND SECTION 86-68(D) BENEFIT FEE AND CONNECTION CHARGE OF THE CITY <br />OF CASSELBERRY CODE OF ORDINANCES SPECIFYING REQUIREMENTS FOR <br />MANDATORY CONNECTION TO SANITARY SEWER AND PROVIDING A <br />REDUCED CONNECTION CHARGE FOR ALL SINGLE FAMILY RESIDENCES ON <br />PRIVATE SEWAGE TREATMENT AND DISPOSAL SYSTEMS FOR A ONE-YEAR <br />PERIOD; PROVIDING FOR SEVERABILITY, CODIFICATION, CONFLICTS AND <br />EFFECTIVE DATE." <br />
