(E) The owner and occupant of each Residential Collec- tion Unit, whether or not it is occupied, shall be responsible for payment of the fees and deposits prescribed in this section and the Solid waste Rate Resolution. (F) Recyclable Materials are defined to be those compo- nents of solid waste capable of being recycled, including newspaper; glass; food and beverage con- tainers; aluminum, tinplated steel and bi-metal cans; polyethylene terephthalate (PET) and high- density polyethylene (HDPE); and any other solid waste materials which are from time to time designated by the city. SECTION 3. Subsections (A) and (B) of section 93.07 are amended to read as follows: S 93.07 (A) All residential Solid Waste and Recyclable Materials to be collected shall be placed within three (3) feet of the curb, paved surface of the roadway, closest accessible right-of-way, or such other location agreed to by the city or its franchised agent that will provide safe and efficient accessi- bility for the collection crew and vehicle. (B) Where the resident of a Residential Collection unit is handicapped or physically unable to deliver solid waste or recyclable materials to curbside and there is no one else living at the Residential Collection unit who is physically able to deliver solid waste or recyclable materials to curbside, and these con- ditions are certified by the city, an alternative location (within 50 feet of the street, visible from the street, limited to two containers of gar- bage plus recyclable materials in the appropriate bin) may be arranged at no extra cost to the resident. other residents desiring side door service shall pay the additional fee set forth in the Solid Waste Rate Resolution. 4
