(C) All solid waste or recvclable materials from resi- dential property re£~se in the city shall be collec- ted, conveyed, and disposed of or delivered by a franchised agent of the city, under the supervision of the governing agent of the city. No person shall collect, convey over any of the streets or alleys of the city, or dispose of any refuse accumu- lated in the city without a written contract, license, franchise or permit from the city. (1) This shall not prohibit the actual producers of refuse or the owners of premises upon which refuse has accumulated from personally collecting, conveying, and disposing of the refuse, provided the provisions of this chapter are complied with. This shall not prohibit collectors of refuse from outside the city from hauling the refuse over city streets; however, such col- lectors must comply with this chapter and with all other laws and ordinances governing trans- port. (2) The franchised agent of the city shall have authority to suggest regulations concerning the days for collection, conveyance, and dis- posal as he shall find necessary, and to change and modify the regulations after approval by the Commission as required by law, provided that such changes and modifications in the regulations are not contrary to this chapter and are in compliance with the franchise agree- ment. (D) (1) Residential Collection Unit is defined to mean all Dwelling Units, mobile homes in mobile home parks, each Multi-Family Dwelling unit (receiving individual collection for each unit) and mobile homes with RP license tags, but excludes residential units receiving dump- ster service as of the date of the adoption of this Ordinance. (2) Dwelling unit is defined to mean each unit in any single family, duplex, triplex or multi- family residential living unit with kitchen facilities. (3) MUlti-Family Dwelling Unit is defined to mean the individual unit in any building or structure with kitchen facilities capable of being 3
