<br />CASSELBERRY CITY COMMISSION <br />Minutes of August 22, 200S - Regular Meeting <br />Page4of17 <br /> <br />5) Don Allen Carnes, 92 Mark David Court, commended Phyllis Wallace, Special Projects <br />Coordinator for her exemplary job relating to the Summerset North Wall project. Mr. <br />Carnes voiced concerns regarding recent press about the City and the City Commission <br />pertaining to redevelopment, the community center, and stated he would like to find out <br />more information about those issues. <br /> <br />6) Sandra Solomon, 6 Bayberry Branch, noted a recent Orlando Sentinel article featuring <br />Commissioner Hufford regarding the proposed purchase ofthe Concord Center which was <br />positive and stated she was in favor of purchasing the property to eliminate an adult <br />entertaimnent site from the City. Ms. Solomon stated she was supportive of the proposed <br />City Center, and community center and hoped that the City Commission continues to move <br />forward in a positive direction with those plans. <br /> <br />8. PUBLIC HEARINGS <br /> <br />A. RESOLUTION 05-1608 - PINAL RELATED SERVICE ASSESSMENT FOR THE <br />SUMMERSET NORTH ASSESSMENT AREA <br /> <br />Mrs. Gardner read Resolution 05-1608 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY COMMISSION OF CASSELBERRY, FLORIDA, "THE <br />FINAL RELATED SERVICE ASSESSMENT RESOLUTION", RELATING TO THE <br />OPERATING AND MAINTENANCE COSTS OF THE SUMMERSET NORTH <br />SUBDMSIONW ALL; CREATING THE SUMMERSETNORTHASSESSMENT AREA; <br />IMPOSING A SPECIAL ASSESSMENT AND ESTABLISHING THE MAXIMUM <br />ANNUAL AMOUNT FOR EACH TAX PARCEL; APPROVING THE ASSESSMENT <br />ROLL; PROVIDING FOR COLLECTION OF THE ASSESSMENT; AND PROVIDING <br />AN EFFECTIVE DATE." <br /> <br />Legal Advertising: The notice of public hearing relative to Resolution 05-1608 was published in the <br />Orlando Sentinel on July 31, 2005. The notice of public hearing was also mailed to all 115 property owners <br />on July 29, 2005 based on a list dated Jun 8, 2005 from the Seminole County Property Appraiser's Office. <br /> <br />Staff Presentation: Mr. Wells stated Resolution 050-1608 provides for the Final Related Service <br />Assessment Resolution for the Summerset North Wall Assessment Area, and affirms previous action taken <br />by the City Commission regarding the administrative, operational and maintenance costs for the wall. <br />Ordinance 04-1137 provided for designation of the special assessment area for the imposition of an <br />assessment on all the properties in the subdivision to pay for the improvement; as well as any related service <br />costs. The City Commission approved Resolution 04-1539 in conformance with Section 197.3632, Florida <br />Statutes, declaring the intent to adopt a second assessment in the assessment area to pay for the operation <br />and maintenance costs of the wall. The City Commission approved Resolution 05-1595, the Initial Related <br />Service Assessment Resolution, on July 25, 2005. Resolution 05-1608 is the fmal resolution that adopts the <br />additional assessment for inclusion on the 2005 tax bill. Exhibit A provides for known and anticipated costs <br />for the annual operation and maintenance of the wall and is projected to be $3,668.00. The Equivalent <br />
