Mr. Carnes voiced concerns regarding recent press about the City and the City Commission pertaining to redevelopment, the community center, and stated he would like to find out more information about those issues. 6) Sandra Solomon, 6 Bayberry Branch, noted a recent Orlando Sentinel article featuring Commissioner Hufford regarding the proposed purchase ofthe Concord Center which was positive and stated she was in favor of purchasing the property to eliminate an adult entertaimnent site from the City. Ms. Solomon stated she was supportive of the proposed City Center, and community center and hoped that the City Commission continues to move forward in a positive direction with those plans. 8. PUBLIC HEARINGS A. RESOLUTION 05-1608 - PINAL RELATED SERVICE ASSESSMENT FOR THE SUMMERSET NORTH ASSESSMENT AREA Mrs. Gardner read Resolution 05-1608 by title as follows: "A RESOLUTION OF THE CITY COMMISSION OF CASSELBERRY, FLORIDA, "THE FINAL RELATED SERVICE ASSESSMENT RESOLUTION", RELATING TO THE OPERATING AND MAINTENANCE COSTS OF THE SUMMERSET NORTH SUBDMSIONW ALL; CREATING THE SUMMERSETNORTHASSESSMENT AREA; IMPOSING A SPECIAL ASSESSMENT AND ESTABLISHING THE MAXIMUM ANNUAL AMOUNT FOR EACH TAX PARCEL; APPROVING THE ASSESSMENT ROLL; PROVIDING FOR COLLECTION OF THE ASSESSMENT; AND PROVIDING AN EFFECTIVE DATE." Legal Advertising: The notice of public hearing relative to Resolution 05-1608 was published in the Orlando Sentinel on July 31, 2005. The notice of public hearing was also mailed to all 115 property owners on July 29, 2005 based on a list dated Jun 8, 2005 from the Seminole County Property Appraiser's Office. Staff Presentation: Mr. Wells stated Resolution 050-1608 provides for the Final Related Service Assessment Resolution for the Summerset North Wall Assessment Area, and affirms previous action taken by the City Commission regarding the administrative, operational and maintenance costs for the wall. Ordinance 04-1137 provided for designation of the special assessment area for the imposition of an assessment on all the properties in the subdivision to pay for the improvement; as well as any related service costs. The City Commission approved Resolution 04-1539 in conformance with Section 197.3632, Florida Statutes, declaring the intent to adopt a second assessment in the assessment area to pay for the operation and maintenance costs of the wall. The City Commission approved Resolution 05-1595, the Initial Related Service Assessment Resolution, on July 25, 2005. Resolution 05-1608 is the fmal resolution that adopts the additional assessment for inclusion on the 2005 tax bill.
