Motion was seconded by Commissioner <br />Hufford. Motion carried unanimously by voice vote. <br /> <br />D. RESOLUTION 05- 16 10 - CONTRACT WITH STAINBACK PUBLlCIPRIV A TE <br />REAL ESTATE (sPPRE) - FINANCIAL AND DEVELOPMENT ADVISOR <br /> <br />The City Clerk read Resolution 05-1610 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE <br />EXECUTION OF AN AGREEMENT FOR DEVELOPMENT MANAGER SERVICES <br />WITH SPPRE, LLC; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br /> <br />Staff Presentatiou: Mr. Segreto stated Resolution 05-1610 provides for an agreement with SPPRE, LLC <br />for development manager services for the City Center Project. Mr. John Stainback of SPPRE, LLC gave a <br />PowerPoint presentation of the services his company provides to foster public and private partnerships for <br />financing and development of the project. A copy of the PowerPoint presentation and the agenda materials <br />for Resolution 05-16 I 0 are attached to and made a part of these minutes. Mr. Segreto stated the funds <br />for the retainer and for the next two months were available within the Community Development <br />Department's professional services budget, but it was his intention to make a request to the Community <br />Redevelopment Agency (CRA) to reimburse the City for the consulting services with their fund balance. <br />Staff recommended approval of Resolution 05-1610. <br /> <br />Audience Participation: One (I) audience comment request form was received for Resolution 05-1610. <br /> <br />I) John Casselberry, 700 South Lost Lake Lane, spoke in favor of Resolution 05-1610 and <br />an independent evaluation ofthe City Center Project. Mr. Casselberry did not feel the City <br />should be making the assumption that negotiations will only be with Unicorp for the <br />development of the City Center and a complete evaluation should be conducted. Mr. <br />Casselberry further stated he thought it might be beneficial to consider utilizing SPPRE as <br />a long term planning consultant for possible revitalization of older commercial areas. <br /> <br />Commission Discussion: Discussion ensued regarding which step of the SPPRE process the City should <br />begin with and the time frames involved with each step as wen as the history of the project to date. It was <br />noted that Unicorp had been notified of the City's intent to utilize SPPRE and it was further noted that <br />SPPRE is currently working with Unicorp on the City of Temple Terrace project. <br /> <br />MOTION: <br /> <br />Commissiouer Hufford moved to approve Resolution <br />05-1610 as presented. Motion was seconded by Vice <br />Mayor Hart. Motion carried unanimously by voice <br />vote. <br />
