<br />City Commission Meeting <br />June 13, 2005 <br />Page 9 <br /> <br />Mr. Segreto recommended the City Manager selection process be moved forward quickly and not delayed. <br />He also stated that with the current dynamics on the Commission, it may be prudent to conduct a strategic <br />planning session to develop some consensus on issues before a City Manager is hired. <br /> <br />Consensus of Commission was not to delay but move forward with the selection of a consultant. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Susan Doerner to select the consultant of Colin <br />Baenziger and Associates for the City Manager search and authorize the <br />Mayor to execute a contract and authorize the staff to conduct reference check <br />re the consultant and negotiate a contract. The motion was seconded by <br />Commissioner Colleen Hufford and carried on a 4 - 1 by roll call vote. <br />(Commissioner Cook dissenting) <br /> <br />Commission was asked to advise the Personnel Department of their vacation times and/or times they <br />would not be available for meeting re the selection process. <br /> <br />C. First Reading of Ordinance 05-1163 - <br />Annexation of Bich/Carnet Brokers Pronerties on State Road 436 <br /> <br />The City Clerk read Ordinance 05-1163 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO <br />VOLUNTARY ANNEXATION; MAKING FINDINGS; ANNEXING TO AND <br />INCLUDING WITHIN THE CORPORATE LIMITS OF THE CITY OF <br />CASSELBERRY, FLORIDA, CERTAIN LANDS LOCATED IN SECTION 21, <br />TOWNSHIP 21 S, RANGE 30E, REDEFINING THE CORPORATE LIMITS OF THE <br />CITY OF CASSELBERRY, FLORIDA; PROVIDING FOR THE INTERIM <br />PROVISION OF LAND DEVELOPMENT REGULATIONS; PROVIDING THAT <br />CERTAIN COUNTY LICENSEES FOLLOWING THEIR BUSINESS, TRADE OR <br />PROFESSION WITHIN THE LANDS TO BE ANNEXED MAY CONTINUE TO <br />FOLLOW SUCH BUSINESS, TRADE OR PROFESSION THROUGHOUT THE <br />ENTIRE CORPORATE LIMITS WITHOUT THE NECESSITY OF FURTHER <br />QUALIFICATION THEREFORE; PROVIDING THAT EFFECTIVE IN <br />ACCORDANCE WITH LAW, THE LANDS TO BE ANNEXED SHALL BE <br />ASSESSED FOR PAYMENT OF MUNICIPAL AD VALOREM TAXES; <br />DIRECTING THE CITY CLERK TO FILE CERTIFIED COPIES OF THE <br />ORDINANCE WITH THE CLERK OF COURT AND THE SECRETARY OF STATE <br />OF THE STATE OF FLORIDA; AND PROVIDING FOR CODIFICATION, <br />CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br /> <br />Staff PresentationlRecommendation: <br /> <br />Mr. Wells said the recently received petition for annexation from BICH Development Partners, LLC. The <br />entire property is 2.9 acres, which includes the annexation of the Carpet Brokers property, and located on <br />the west side of State Road 436 for a distance of approximately 277 feet and is approximately 525 feet deep. <br />
