<br />CASSELBERRY CITY COMMISSION <br />Minutes of February 28, 2005 . Executive Session & Regular Meeting <br />Page 4 of 14 <br /> <br />10. The owner of the property, Herbert Kunstadt, shall provide the City of Casselberry with a <br />hold harmless agreement, in a form acceptable to the City Attorney, exonerating the City <br />from any and all liability that may occur as a result of special events occurring on the <br />property. <br /> <br />Mr. Sam Mackey, Attorney, 550 North Bumby Avenue, Suite 220, Orlando, stated he represented the owner <br />of Superior Hobbies and requested favorable action on CU 05-0 I. <br /> <br />Note: Item (B) was added to the Consent Agenda ¡mder V. Approval of Agenda. Please refer to page 2 of <br />these minutes. <br /> <br />MOTION: <br /> <br />Commissioner Doerner moved to approve the Consent <br />Agenda. Motion was seconded by Commissioner Cook. <br />Motion carried unanimously by voice vote. <br /> <br />VIII. OLD BUSINESS <br /> <br />A. DISCUSSION ON BOARD APPOINTMENTS PROCEDURE POLICY <br /> <br />Commission Discussion: Commission consensus was to adopt via resolution the Selection by Preferred <br />Choice Vote (Equalized Selection Process) : <br /> <br />From a list of available candidates having submitted application for a particular board or committee, <br />each City Commissioner in attendance selects individuals equal to the number of vacancies (one vote <br />each, each vote being equal). <br /> <br />b. A tally of the votes by Commissioners is then taken and in order of the <br />number of votes each candidate receives appointments are made with the <br />highest vote getter being fIrst, second highest next and so on, except that <br />each appointment must receive the affIrmative vote of at least three <br />Commissioners. <br /> <br />Ifties exist, Commissioners revote based upon the number of vacancies and candidates available; <br />votes remain equal to the number of vacancies available. <br /> <br />Commission consensus was to also include the following additional items in the policy and to the board <br />application: <br /> <br />. <br /> <br />Individuals eligible for reappointment shall be considered first for reappointment before any new <br />appointees are considered. <br />Board appointments shall be made first to the Planning & Zoning Commission, followed by the <br />Board of Adjustment and then the Code Enforcement Board. <br />Applications must be completely filled out for consideration for appointment. <br />No nominations for appointment will be accepted unless there is an application on file with the City. <br />
