CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING TO THE CITY OF CASSELBERRY - JEFFREY DREIER. FINANCE DIRECTOR Mayor Goff presented Mr. Dreier with the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for the City of Casselberry's Comprehensive Annual Financial Report for the fiscal year ended September 30,2003. The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting. VII. CONSENT AGENDA A. Minutes of February 14,2005 Regular Meeting B. Petition for Waiver of Suecial Events Code - Suuerior Hobbies - ADDED Staff recommended approval ofCU 05-01 subject to the following conditions: I. The number of special events conducted at the Market Square Shopping Center may not exceed 12 events and 24 days for each year during the next four years without obtaining an additional waiver from the City Commission. This waiver shall expire on December 14, 2006. 2. A special event permit will be voided should an event be cancelled due to weather, acts of God, strikes or labor disputes, or other related reasons. The cancellation shall be reported to the Community Development Department on the first business day for the City following the cancellation of the event. 3. The special events at the Market Square property shall be conducted based on the scope provided in the attached petition and the layout provided in Exhibit A (on file at City Hall). 4. The special events shall be allocated to Superior Hobbies. If Superior Hobbies does not utilize all 12 special events, the property owner has the right to allocate the remaining events to tenants within the Mark Square Shopping Center.. 5. Events sponsored by Suprerior Hobbies or any other hobby event shall be conducted from dawn until dusk on the same calendar day. 6. The layout for model car racing events shall be alligned perpendicular to State Road 436 and shall block no more than one travel lane within the parking lot. 7. High-visibility equipment (i.e., cones, reflective tape) shall always be used to define the location of any event conducted within the parking lot to protect the event and participants from voving vehicles. 8. This waiver shall be in effect for no more than four two calendar years from the date of its approval. Any additional waivers will require a new request. 9. This approval shall, in no way, preclude the City's right to withdraw the waiver at any time if, in the City's sole opinion, there is sufficient evidence that the safety of any participant, spectator, or customer of a special event or any other pedestrian or vehicle operator at the Market Square Shopping Center is, or has been, compromised as a result ofthe event.
