<br />9. Public Safety Issues (as recommended by Florida Police Chiefs Association) <br /> <br />A. Unlawful Use of Replica Firearms - Support for legislation providing for <br />increased penalties when a replica firearm is used to commit certain violent <br />offenses. <br /> <br />B. Primary Seatbelt Enforcement - Support for legislation authorizing primary <br />enforcement of seatbelt violations. <br /> <br />C. Offender Monitor - Support for legislation that requires that high risk <br />offenders who are not confined be subject to continuous electronic monitoring <br />of their whereabouts, using a system that reports an offender's presence near a <br />crime scene, their entrance into a prohibited area, or their departure from a <br />specified geographical limitation. <br /> <br />D. Traffic Citations - Admissibility - Support for legislation that will permit <br />traffic citations to be admitted into evidence in cases of forgery and related <br />misconduct. <br /> <br />E. Prohibit Minor Passengers in Pickup Truck Cargo Areas - Support for <br />legislation to prohibit minor passengers ITOm riding in the cargo area of pickup <br />trucks unless equipped with approved restraints. <br /> <br />F. Chop Shops - Support for legislation to provide that air bags are included in <br />statutory provisions regarding chop shops. <br /> <br />G. Indecent Exposure - Legislation that authorizes warrantless arrests in cases <br />involving persons committing violations of Section 800.03, Florida Statutes is <br />supported. <br /> <br />H. Adequate Funding of the Juvenile Justice System - Adequate funding of the <br />juvenile justice system is sought and the Legislature is urged to sufficiently <br />fund aU aspects of the system, including diversion, juvenile assessment centers, <br />treatment, pretrial detention and post trial commitment programs. <br /> <br />I. Florida Department of Juvenile Justice Youth Custody Officer Program- <br />Support for amending Florida Statute 985.2075 that would allow the youth <br />custody officer, while in the performance of their lawful duties, to take youths <br />into custody for additional crimes occurring in their presence, providing for the <br />filing of criminal violations and evidence gathering. <br /> <br />10. State of Florida Emergency Management, Preparedness and Assistance Trust <br />Fund - Support for legislation to provide grant opportunities for smaller <br />municipal governments. <br />
