2005 LEGISLATIVE PRIORITES

STATE DELEGATION SUPPORT

I. Direct Deposit Payroll- Changes to Chapter 532 ofPlorida Statutes to provide
direct deposit payroll as an accepted method of payment to employees.

2. Enclave Annexations - Amendments to Florida Statute 171.046 to help rectify
enclave situations that hinder the orderly delivery of public services by city and
county governments.

3. Adult Entertainment Cp.S. 847.0134) - Sets distance requirements of2500 feet
ITom schools for adult clubs. As established, that requirement, depending upon the
location of schools within a community, could make it very difficult to establish
allowed sites for these activities. If litigated, this State Statute requirement could
void local ordinances establishing adequate sites in compliance with previous
court rulings.

4. Children and Families - Ensure reasonable yet practical regulation of non-
traditional day-care, after school and summer camp programs.

5. Recreation As Prevention - Recognize the role of recreation agencies and
programs in crime and drug use prevention. Include recreation as a funding
beneficiary of tobacco use prevention dollars.

6. Staff, Volunteer and Participant Protection - Support criminal penalties for
assault and battery of recreation program staff, volunteers and participants.
Support and assist in background checks for volunteers assisting in youth
programs.

7. "Smart Growth" Planning - Support for initiatives that promote transportation
modal-choice and multi-modal level of service standards.

8. Highway Funding:

U.S. Hwy. 17/92 - S.R. 436 Fly Over Project - The importance of this project
upon the community can not be minimized. The City should work closely with the
County to ensure the best possible outcome.

Red Bug Lake Road Fly Over Project- Similar to the U.S. Hwy. 17/92 - S.R.
436 project, the importance of this fly over to solving traffic delays and reducing
accidents must be recognized and best solutions sought.
