When a position is reclassified to a hioher pay orade. <br />it will be handled in the same manner as a promotion or as approved by the City <br />Commission. <br />(79) PROMOTIONAL ASSESSMENT: Examination process used in fillino a vacant position <br />from a oroup of ouaiified ciyil service employees. <br />(80) PUBLIC HEARING; meaR8 a meeting of the Civil Service Board, open to the public, where <br />any citizen, taxpayer or party at interest may appear and be heard subject to this Chapter. <br />illi) PUBLIC NOTICE; meaR8 a written notice placed upon a bulletin board maintained at the <br />City Hall in a place accessible to the public during business hours and such other places <br />as may be designated by the City Clerk. <br />(82) PUBLIC OFFICIAL: Any person authorized bY law to perform the duties of such office. <br />City employees are public officials. <br />(83) PUBLIC RECORD; meaR8 a record which the public shall have the right to inspect in a <br />reasonable manner during ordinary business hours. <br />(84) PUBLIC SECTOR: State of Florida oovernment and political sub-divisions thereof. public <br />and ouasi-public cOrDorations conductino business in the State of Florida. <br />(85) QUALIFIED PERSON: One who. by possession of a recoonized deoree. certificate. or <br />professional standino, or who by extensive knowledoe, trainino and experience. has <br />successfully demonstrated his or her ability to solve or resolve problems related to the <br />subiect matter, the work or the proiect. <br />(86) QUALIFICATIONS; meaR8 the experience, educational, physical and personal <br />requirements determining the eligibility of an applicant. <br />(87) RECALL: An action returnino an individual to Citv employment from lavoff status. <br />(88) RECLASSIFICATION: Chanoino an established position in one classification to a hioher or <br />lower classification. which is the result of an evolutionary chanoe in the duties and <br />responsibilities of the position. A desk audit is re~uired prior to a reclassification. <br />(89) REGULAR EMPLOYEE; meaR8 an employee who was appointed under the provisions of <br />the civil service rules to a permanent position and who has satisfactorily completed his <br />initial probationary period. <br />(90) REGULAR POSITION: Any budoeted position in the classified service that has re~uired or <br />which is likely to re~uire full-time services of an incumbent without interruption for a period <br />of more than six (6) months and is budoeted by the Commission. <br />.ill!} RE-EMPLOYMENT LIST: A list established for the re-emplovment of person/s) in a <br />particular class in which the person/s) was previously employed. <br />(92) REINSTATEMENT: An action returnino an individual to City emplovment from eaye with <br />or without pay. dependino on circumstances. exceedino thirty (30) days. <br />(93) REMOVAL; meaR6 the severance of an employee from City employment for cause. <br />(94) RESIGNATION: An act of voluntary withdrawal from City employment. <br />(95) SEASONAL POSITION; meaR8 any position which requires or is likely to require the <br />services of an individual during certain parts of each year. <br />(96) SECRETARY; meaR8 the person referred to and designated as secretary of the Civil <br />Service Board. <br />(97) SENIORITY /City): The employee's lenoth of service based on the most recent date of <br />hire into a reoular position. <br />(98) SENIORITY /Classification): The employee's lenQth of service in ciassification based on <br />the date of hire, promotion. or demotion into the classification. <br />(99) SEPARATION; meaA6 the severance, without prejudice, of an employee from City <br />employment for administrative reasons. <br />(100) SERVICE; meaR6 the classified service of the City. <br />L1.Q1} SHIFT WORK: Hours of work outside of normal day hours.
