<br />(52) LIMITED APPOINTMENT; meaR8 an appointment for a specified part-time position or <br />limited period of time. <br />(53) MARKET CONTROL POINT (Market Point): For purposes of this Chapter. the best <br />estimate of the waoe rate in the external labor market for a oiyen iob or occupation for an <br />individual with five (5) or more years of experience in a similar position in the market place. <br />(54) MEMBER; meaR8 a member of the Civil Service Board. <br />(55) MERIT INCREASE: An adiustment to an employee's waoes based on performance or <br />some other individual e~uity basis. <br />(56) MOTOR VEHICLE ACCIDENT (Crash): Any accident involvino a motor vehicle on public <br />or private property that results in a death. injury or property damaoes. <br />(57) NON-COMPETITIVE CLASS; means all positions declared by the Civil Service Board to <br />require specific and exceptional qualifications of a scientific, managerial, professional or <br />educational character, and for which competition is impracticable for specified reasons. <br />(58) NON-EXEMPT EMPLOYEES: HourlY employees in positions that are elioible for overtime <br />compensation under the ouidelines of the Fair Labor Standards Act. <br />(59) OFFICERS; meaR8 those persons holding elective offices. <br />(60) OFFICIALS; meaR8 those persons holding appointive offices. <br />ili1.l ORAL BOARD EXAMINATION: A structured interview process with standardized <br />Questions. multiple and trained interviewers. specific ouestion order. controlled lenoth of <br />time. and a standardized response evaluation format. <br />(62) ORAL REPRIMAND: The superyisor verbally warns the employee concernino his behavior <br />or work performance.
