<br />(25) COMPETITIVE CLASS; meaAS positions in the classified service for which it is practicable <br />to determine the merit and fitness of applicants by competitive examination. <br />(26) DE NOVO; meaR6 to review anew, that is, a proceeding whereby a complete review of the <br />subject matter is conducted. <br />(27) DELETE/ADD: A budoetary action involvino the abolishment of an authorized position and <br />the addition of an authorized position in lieu thereof. These actions result from an abrupt <br />chanQe in the duties and responsibilities assioned a position. <br />(28) DEMOTION; meaR8 the reduction of an employee from a position in a class to a position in <br />another class for which the pay grade is lower. <br />(29) DEPARTMENT DIRECTOR: head means tAese ßesitieRG defined as e8ßartmeRt heads in <br />Iheir jet¡ eesGrißtiens, GloJrreRtly inGlloJeiR!i The head of a department who reports directly to <br />the City Manaoer. currently includino: Community Development Director, Finance Director, <br />Fire Chief, Parks and Recreation Director, Personnel Director, Police Chief, and Public <br />Works Director. <br />(30) DEPARTMENT OF LABOR: The aoency that provides for Safety & Health reoulations for <br />Public Sector employees. <br />!.lli DEPUTY EXAMINER; meaR6 a person or agency appointed by the Chief Examiner to <br />conduct and grade examinations. <br />(32) DISMISSAL: Involuntary separation from City employment. <br />(33) EFFICIENCY; meaR6 the evaluation of the performance of an incumbent in relation to the <br />requirements of the position. <br />(34) ELIGIBILITY LIST; meaR8 a reemployment, promotional or original appointment list. <br />(35) ELIGIBLE; meaR6 a person whose name is on a reemployment, promotional or original <br />appointment list. <br />(36) EMPLOYEE; meaR6 a person who is legally an incumbent of a position. <br />(37) EXEMPT EMPLOYEES: Salaried employees in positions that are exempt from overtime <br />payments as determined usino the ouidelines of the Fair Labor Standards Act. <br />(38) EXTREME EMERGENCY; meaR8 conditions of a catastrophic nature, such as might result <br />from hurricanes or other acts of God or calamities of war. <br />(39) FULL-TIME REGULAR EMPLOYEE: Any person who has satisfied the initial probationary <br />re~uirements and whose reoular work schedule is a minimum of forty 14m hours per week. <br />(40) GRADE; meaAS the pay range established for a class of positions in the classified service. <br />!i1l GRIEVANCE: Any appeal by an employee reoardino waoes, hours. discipline or workino <br />conditions. <br />(42) INDUSTRIAL ACCIDENT: Any accident that occurs durino the course and scope of <br />employment when a sudden seouence of events results in a death. iniury, property <br />damaoe or other unexpected outcome. <br />(43) INITIAL PROBATIONARY EMPLOYEE; meaR6 an employee who has not attained initial <br />regular status. <br />(44) INTERNAL/EXTERNAL EQUITY ADJUSTMENTS: A fairness criterion to adiust an <br />employee waoes based uPon internal/external waoe rates that correspond to the relative <br />value of each iob to the City. <br />(45) INTEREST FORM: A form orovided by Personnel in order to create and maintain a file of <br />names. addresses and positions of prospective applicants interested in future employment <br />with the City. <br />(46) JOB CLASSIFICATION: A oroup of positions sufficiently similar in oeneral duties and <br />responsibilities to be Diven the same title and salarv ranoe, while reouirino similar <br />education. experience and tests offitness. <br />(47) JOB DESCRIPTION: A written description of the classification and its work re~uirements. <br />(48) LABOR CLASS; meaR8 positions in the classified service which require unskilled labor with <br />no special experience, educational or other qualifications other than physical fitness. <br />(49) LAYOFF; meaR8 the separation from the classified service of an employee where the <br />position has been discontinued because of either lack of funds or lack of work, or where <br />layoff has been authorized by the City Commission. <br />(50) LEAVE: Temporary absence from work. <br />í§1) leave ef at¡senGe.
