An audit is performed to determine the appropriate use of a position. <br />om AUTHORIZED PERSON: A person approved or assioned by the employer to perform a <br />specific type of duty or duties or to be at a specific location or locations at the iob site. <br />i.11} BASE RATE OF PAY: An employee's hourly rate of pay for non-exempt employees and <br />annual salary for exempt employees. <br />(a) BENEFIT PROGRAMS: Employee health and welfare proorams. such as vacation <br />leave. sick leave. holidays. oroup medical and life insurance. employee suooestion <br />prooram. merit awards. deferred compensation. the Employee Assistance Prooram <br />lEAP) and a retirement sYStem. <br />(b) BOARD; meaAS the Civil Service Board. <br />!.1£! CERTIFICA nON;" meaAS a submission of names of eligibles from an eligibility list to the <br />a¡¡¡¡sinlin!i alollhsrity City Manaoer or the purpose of filling a position in the classified <br />service. <br />@ CHAIRmaAi meaAS the chairman of the Civil Service Board elected as provided in this <br />Chapter. <br />f11} CHIEF EXAMINER; means Ihe Chief ~xamiAÐr ef the Civil Serviss 8sar.e. The Board <br />appointed Chief Examiner of the City. normally the Personnel Director. Amono the duties <br />of the Chief Examiner are providino for examinations and elioibility lists. <br />!.1§} CITY EMPLOYEE: An individual hired by the City of Casselberry to fill a budoeted <br />position. <br />.u.m CIVIL SERVICE EMPLOYEE; meaAS all persons appointed, including holdover <br />appointees, to City-paid positions in all paid departments of the City, exsllolGing Excluded <br />from this definition are: Charter officers, department directors AeaGs, ¡¡art lime and <br />probationary employees, exsllolGiA!i all those employed by the City on professional retainer, <br />all employees holding seasonal, limited, substitute. temporarv. provisional. or emergency <br />appointments, and any future (occasionai) and current positions which may De <br />/were)appointed for which an exempt status may be specified by action of the City <br />Manager and ratified by affirmative vote of the City Commission. <br />!.1I1 CIVIL SERVICE CODE: The Personnel Policies. Chapter 62. of the City of Casselberry <br />Code of Ordinances. <br />UID CLASS AND CLASS OF POSITIONS; mean a group of positions established under this <br />Chapter sufficiently similar in respect to their duties and responsibilities thaI: <br />(a) The same title may be used with clarity to designate each position allocated to the <br />class; <br />(b) Similar requirements as to experience, education, capacity, knowledge, ability and <br />other qualifications should De required of the incumbents; <br />(c) The same tests of fitness may be used to choose quaiified employees; and <br />(d) The same salary range can be applied under the same or substantially the same <br />employment conditions. <br />!.1ID CLASSIFICATION; meaAS the act or result of assigning a position to the classified service. <br />(20) CLASSIFICATION STUDY: JOD audits of the classifications performed by an <br />independent consultant or an employee assioned by the City Manaoer that include <br />recommendation for chances. <br />ß1} CLASSIFIED SERVICE; meaAS all paid positions in the City employment not specifically <br />excluded DY this Chapter. (See "Civil service employee.") <br />(22) COMMISSION; meaAS the City Commission as established DY the City Charter. <br />(23) COMPENSATION: Total remuneration. <br />(24) COMPETENT PERSON: One who is capable of identifvino existino and predictaDle <br />hazards in the surroundinos or workino conditions that are unsanitary. hazardous. or <br />danoerous to employees and who has authorization to take prompt corrective measures to <br />eliminate them. <br /> <br />2 <br />
