<br />ORDINANCE NO. 04-1141 <br /> <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, <br />FLORIDA, AMENDING CHAPTER 62, PERSONNEL <br />POLICIES, BY AMENDING ARTICLES I AND II; DELETING <br />ARTICLES III THROUGH XV; CREATING NEW ARTICLES III <br />THROUGH XV; RENAMING ARTICLES XVI THROUGH XVIII <br />TO ARTICLES XXV THROUGH XXVIII; CREATING NEW <br />ARTICLES XVI THROUGH XX; PROVIDING FOR <br />SEVERABILITY, CODIFICATION, CONFLICTS AND <br />EFFECTIVE DATE. <br /> <br />WHEREAS, the last major change to Chapter 62, Personnel Policies, was enacted in 1994; <br /> <br />WHEREAS, the workplace has changed significantly in the past ten years Decause of laws <br />and regulations enacted, courts decisions, employee and familial needs and demands, and <br />technological progress; <br /> <br />WHEREAS, Federal and state labor laws and the work environment necessitate certain <br />personnel policies; <br /> <br />WHEREAS, this amendment to Chapter 62, Personnel Policies, clarifies and promulgates <br />personnel policies currently in practice; <br /> <br />WHEREAS, this amendment to Chapter 62 provide for continuity, standardization and equity <br />for City staff; <br /> <br />NOW, THEREFORE, BE IT ORDAINED, BY THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, AS FOLLOWS: <br /> <br />Section 1. Article I is amended as follows: <br /> <br />ARTICLE I. IN GENERAL. <br /> <br />Sec. 62-1. Definitions. <br /> <br />The following words, terms and phrases, when used in this Chapter, shall have the meanings <br />ascribed to them in this Section, except where the context clearly indicates a different meaning: <br /> <br />ill ALLOCATE; means the assigning of a position to the appropriate class in accordance with <br />its duties, responsibilities and authority. <br />ß2 ADMINISTRATIVE TRANSFER: Transfer pursuant to section of 62.298 of the Code of <br />Ordinances DY the City Manaoer. <br />@} ANNIVERSARY DATE: The first day of work for a new employee and the same date each <br />year thereafter. This also is the date from which vacation. sick leave and other benefits are <br />computed. (This date chanoes only if an employee is in a non-pay status for a period of <br />thirty (30) days or more and then the anniversary date is deferred by an eouivalent <br />amount.) <br />ill ANNUAL SALARY ADJUSTMENT: Annual review based on satisfactory performance at <br />the direction of the City Commission. <br />LID APPLICANT; meaA6 any person seeking employment in the classified service who has <br />executed an acceptable formal application. <br />!ill APPOINTEE: meaA6 the person selected in accordance with civil service rules to fill a <br />position in the classified service. <br />ill APPOINTING AUTHORITY: The City Manaoer. <br />
