<br />Staff Recommendation: Mr. Wells recommended passage of Resolution 04-1517 the inclusion of a
<br />$250.00 landscape package per property, costs to be borne by the City. At a total of twenty (20) properties,
<br />the final cost to the City would be $5,000.
<br />
<br />Mayor Pronovost asked ifthere was anyone in the audience that wished to address Resolution 04-1517, either
<br />for or against. The following individuals came forward:

<br />Richard Henderson, 127 Mark David Boulevard, Casselberry, FL, indicated that he was
<br />speaking for several residents in the assessment area that could not be present. He stated that
<br />several meeting had been conducted by the affected residents and they supported the
<br />construction of the wall. He also commended City staff for their performance during the
<br />storm responses.
<br />· Mike Luddy, \ 20 Mark David Boulevard, Casselberry, FL, spoke in favor of the Summerset
<br />Wall construction.
<br />· Will Collier, 109 Mark David Boulevard, Casselberry, FI, spoke in favor ofthe Summerset
<br />Wall construction.
<br />Frank Denis, 2057 Hilton Court, Casselberry, FL, spoke in opposition to the SummersetWall
<br />assessment and presented a petition to the Commission with signatures of residents opposed
<br />to the construction of the wall.
<br />Daniel Coleman, 46 Winding Ridge Road, Casselberry, FL, spoke in favor of a 6' brick wall.
<br />Luz Perez, 29 Winding Ridge Road, Casselberry, FL, spoke in opposition to the assessment
<br />and the construction of the wall. If instituted, the assessment should include all of
<br />Summerset Subdivision.
<br />· Clayton Sheppard, 139 Mark David Boulevard, Casselberry, FL, spoke in opposition to the
<br />construction of the wall.
<br />· Vincente Ortiz, 48 Winding Ridge Road, Casselberry, FL, spoke in opposition to the
<br />construction of the wall.
<br />John Casselberry, 700 Lost Lake Lane, Casselberry, FL, asked about maintenance of the wall,
<br />and who would actually own the wall.
<br />Luciano Reyes, 31 Winding Ridge Road, Casselberry, FL, spoke in opposition to the wall.

<br />Commission Discussion:
<br />
<br />Commissioner Doerner asked what the costs would be for the City and plans for maintenance of the wall.
<br />Staff indicated that the City would be replacing the sidewalk and money spent staff wise, i.e.
<br />attorney's cost as well as brokers for the properties. He estimated $50,000 to $60,000. Mr.
<br />Wells stated that a maintenance program will be started next year. Assessment for
<br />maintenance estimated between $10.00 to $20.00 per household for establishment of the
<br />fund.

<br />Commissioner Cook stated she supported Resolution 04-1517 for construction of the wall but was opposed
<br />to the $250.00 landscaping package, the ERU's, proposed for each of the property owners.
<br />
<br />Commissioner Clark recommended the City pay the $5,000.00 interior landscape ERU package cost instead
<br />of assessing the residents.
