Mr. Wells said the County zoning was a little broader than the City's <br />CO zoning. <br /> <br />MOTION: <br /> <br />Vice Mayor Clark motioned to approve Ordinance 04-1146. Motion <br />was secouded by Commissioner Hart. The Motion carried unanimously <br />by roll call vote. <br /> <br />The Second Reading of Ordinance 04-1146 will be set afterthe Comprehensive Plan amendments come back <br />from the Department of Community Affairs. This public hearing will be advertised and held at that time. <br /> <br />The City Attorney recommended by Resolution 04-1517 , Summerset Wall assessment be moved from the <br />Regular Agenda and discussed under the Public Hearing portion of the meeting. <br /> <br />V. RESOLUTION 04-1517- <br />FinallmDrovement Assessment Resolution for the Summerset North Assessment Area <br /> <br />MOTION: <br /> <br />Vice Mayor/Commissioner AI Clark moved amend the Agenda and place <br />Resolution 04-1517 under Public Hearings. The motion was seconded by <br />Commissioner Susan Doerner and carried unanimously by voice vote. <br /> <br />MOTION: <br /> <br />Vice Mayor/Commissioner AI Clark moved to read Resolution 04-1517 by title <br />only. The motioD was seconded by Commissioner Susan Doerner and carried <br />unanimously by voice vote. <br /> <br />The City Clerk read Resolution 04-1517 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY COMMISSION OF CASSELBERRY, FLORIDA, <br />"THE FINAL IMPROVEMENT ASSESSMENT RESOLUTION", RELATING TO <br />THE CONSTRUCTION AND FUNDING OF THE SUMMERSET NORTH <br />SUBDIVISION WALL; CREATING THE SUMMERSET NORTH ASSESSMENT <br />AREA; IMPOSING A SPECIAL ASSESSMENT AND ESTABLISHING THE <br />MAXIMUM ANNUAL AMOUNT FOR EACH TAX PARCEL; APPROVING THE <br />ASSESSMENT ROLL; PROVIDING FOR COLLECTION OF THE ASSESSMENT; <br />AND PROVIDING AN EFFECTIVE DATE." <br /> <br />StaffPresentatioD: Mr. Wells said that Resolution 04-1517 approves the assessment roll to create a privacy <br />wall within the subdivision and the Assessment Roll will be forwarded to the Tax Collector on September ¡ 4, <br />2004. The construction ofa six (6) foot high brick wall will be funded by assessments levied against property <br />in the Summerset North Assessment area. The City will initially finance the capital cost by issuing a short <br />term note for a term of ten (10) years, with all principal due in the final year. He also indicated that no <br />property in the assessment area had to be condemned but properties are subject to lien for non-payment. <br />
