<br />Special City Commission Meeting <br />August 16, 2004 <br />Page 3 <br /> <br />Gerald Chancellor, Water Resources Operations Manager in the Public Works Department reported the <br />following: <br /> <br />Started securing all City facilities on Thursday before the storm <br />45 of 60 lift stations were without power, 20 are still without power <br />· 2 major water line brakes <br />Summit Village boil water alert (Minor 6 inch break) <br />· Continuing damage assessment, i.e. tree debris, structures, fences and cleanup activities <br />(map showing areas of damages is attached to and part of these minutes) <br />· Five roads still blocked by fallen trees <br /> <br />· <br /> <br />Deputy Chief Dale Metz, Fire Department reported the following: <br />· Minor problems with staffing levels during the storm <br />Responded to building damage at Red Lion Apartments (not in the City) <br />Responded to serious accident at 17-92 and S.R. 436 <br />Transported City residents to shelters and transported one to the hospital <br />· Continuing to respond to post storm emergencies <br /> <br />Deputy Chief Harkins stated that since this storm was a federal declared disaster, the City will be <br />reimbursed by FEMA for all extraordinary expenses related to the storm. A quick windshield survey of <br />damage was done with the Code Enforcement and Building Departments on August 14,2004 and the <br />preliminary report was estimated at $300,000 commercial property damage and at least $800,000 <br />residential property damage. <br /> <br />III. Forecast - Future CleanuD Activities <br /> <br />The City Manager reported that the City had acquired additional equipment and damage assessment <br />crews began working the morning after the storm and they will continue to refine storm estimates. He <br />also indicated that City Hall was opened for business until 5:00 p.m. on August 13,2004 and was opened <br />today, August 16, 2004; most other public entities in Seminole County were closed. <br /> <br />The City Manager commended City staff and elected official for the outstanding job done during the <br />storm crises. Crews are still working diligently doing damage assessments and debris removal. He <br />estimated that it would take at least three week to clear all the debris from the City. <br /> <br />IV. Emer!!encv Resolution 04-1515 - Confirmation of Declaration of a State of Ememencv <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner AI Clark that Resolntion 04-1515 be <br />read by title only. The motion was seconded by Commissioner Susan <br />Doerner and carried unanimously by voice vote. <br />
